Hampton Roads Transit names Noelle Pinkard interim president and CEO

NORFOLK, VA. — The Transportation District Commission of Hampton Roads has appointed Noelle Pinkard as interim president and chief executive officer of Hampton Roads Transit, effective Aug. 1, as the agency continues a nationwide search for a permanent leader.

Pinkard, HRT's organizational advancement officer, will succeed William E. Harrell, who is retiring July 31 after serving 14 years as president and CEO and concluding a 40-year career in public service.

"Noelle's experience, leadership and deep understanding of our organization position her well to guide HRT during this transition," Commission Chair Hope Harper said in a statement. "We are confident she will provide steady leadership as the Commission continues its search for HRT's next president and CEO."

The commission launched a national search that attracted more than 80 applicants. Its executive committee reviewed the applications, narrowed the field to a group of finalists and conducted interviews. The commission said Pinkard will lead the agency on an interim basis while the selection process continues.

As organizational advancement officer, Pinkard oversees strategic initiatives supporting HRT's long-term planning, organizational development and regional partnerships. The commission said she has played a significant role in advancing the agency's strategic priorities.

The commission expects to continue evaluating candidates before naming a permanent president and CEO.

Harrell leaves HRT after leading the agency through several major initiatives, including securing the first dedicated regional transit funding source in its history, launching the 757 Express and Base Express services, introducing OnDemand ridesharing, opening the Downtown Norfolk Transit Center and expanding the agency's paratransit fleet.
