NOTICE FOR REQUEST FOR PROPOSAL All proposals shall be submitted through the City of El Monte City Clerk’s Office at 11333 Valley Blvd, El Monte CA 91731 by 4:00 pm Pacific Standard Time (PST) on or before July 7, 2026 the project listed below and electronically through the electronic bid management system (“PlanetBids”). REQUEST FOR PROPOSAL: TO CONDUCT TRANSIT ROUTE ANALYSIS AND DEVELOP NEW ROUTE OPTIONS The City of El Monte (hereinafter referred to as "the City") is soliciting proposals from prospective firms (“Consultants”) with extensive experience working with public agencies to provide professional services. In addition to specific services identified in this RFP, it is the intent of the City that the selected firm will provide additional related support, as needed, based on the approved cost proposal summary or prior negotiated project specific fees. The City’s Public Works & Utilities Department is requesting proposals from responsive and qualified Consultants to analyze the Transportation Services Division's existing routes and develop new supplemental routes as part of El Monte's Clean Mobility Nexus Project. The analysis shall include, but not be limited to, an evaluation of existing route performance, route productivity, rider boarding and alighting needs, stop utilization, service coverage, run cuts, scheduling efficiencies, opportunities for route modifications, the addition, relocation, consolidation, or removal of bus stops, and the identification of service gaps and unmet mobility needs.
