The purpose of this Invitation for Bid (IFB) is to obtain the services of one qualified and capable Bidder to provide transit bus and support vehicle towing services. CapMetro provides transportation services throughout Austin and surrounding cities with its fleet of transit buses. In addition, CapMetro has a fleet of over 100 support (non-transit) vehicles (cars, trucks, and vans). CapMetro also operates multiple public and private parking facilities. It is CapMetro's intent to award a contract for transit bus, light-duty, and medium-duty towing services.

The Contractor shall provide all towing services described in this IFB on an as-needed basis, as ordered by CapMetro or its authorized designees.

The Contractor must have the experience, personnel, tow trucks, and related equipment necessary to safely perform services on cars, trucks, buses, articulated buses, and miscellaneous equipment under all conditions, including vehicles that are overturned or have left the roadway or pavement.

The Contractor must be capable of addressing locked brakes, broken suspension components, frame damage, and flat or damaged tires as necessary to enable safe towing. The Contractor must also have airbags or equivalent equipment necessary to safely upright overturned vehicles.

The Contractor must have the knowledge and capability to safely tow gasoline, diesel, fuel-cell, battery-electric, and hybrid-electric buses and cars. When required by CapMetro, the Contractor must also be able to change tires on heavy-duty buses and light-duty cars and trucks.

RESPONSE TIME: In all cases, unless otherwise directed by CapMetro, the Contractor shall arrive on site within ninety (90) minutes after receiving a request for service from CapMetro. This requirement shall apply twenty-four (24) hours per day, seven (7) days per week.
