Announcement 1 – Site Visit Confirmed
The site visit for RFP No. 2026-TUPOND-03 – TREN URBANO RETENTION POND SERVICES has been confirmed for June 12, 2026, at 10:00 a.m.
The site visit will be hosted by Jorge Hidalgo, MSCE, P.E. at the ACI-Herzog, A Joint Venture Office, located at 24 Road 21, Guaynabo, Puerto Rico.
Dear Proposer:
ACI-Herzog, A Joint Venture (“AHJV”), a Contractor for the Puerto Rico Highway and Transportation Authority, responsible for the Operations and Maintenance of the Tren Urbano System, will consider sealed proposals to be submitted in duplicate on or before the end of business day, 5:00 p.m. Eastern Time, on July 17, 2026, for RFP No. 2026-TUPOND-03 – TREN URBANO RETENTION POND SERVICES, in accordance with the following specifications, requirements, and obligations.
The RFP will be available on May 29, 2026. A site visit is scheduled for June 12, 2026, at 10:00 a.m. at the ACI-Herzog, A Joint Venture Office, located at 24 Road 21, Guaynabo, Puerto Rico. The site visit will be hosted by Jorge Hidalgo, MSCE, P.E.. The deadline for the submittal of written questions is June 26, 2026, at the end of business day, 5:00 p.m. Eastern Time. The anticipated award date is August 7, 2026. The contract term shall extend through December 31, 2027.
Sealed proposals must be submitted to the Office of the Contracts Administrator, located on the third (3rd) floor of the Operations and Maintenance Building, 24 Road 21, Guaynabo, Puerto Rico 00966. AHJV reserves the right, in its sole discretion, to reject any or all proposals for any reason whatsoever.
No offer may be withdrawn after the closing time for the receipt of proposals for a period of ninety (90) days. This project is funded with federal funds from the Federal Transit Administration.
The Proponent must comply with all federal regulations, including, but not limited to, minimum wage rates and EEO requirements as established by the U.S. Department of Labor, and with the Disadvantaged Business Enterprises (DBE) requirements of 49 CFR Part 26. In addition, the Proponent must comply with all applicable local, state, and federal regulations, especially those imposed by the Federal Transit Administration (FTA), FTA C 4220.1G.
Any response to this request delivered after the above deadline will not be considered. AHJV reserves the right to request any or all respondents to attend an interview, at no cost to AHJV.
In the event AHJV decides, in its sole discretion, to enter into subcontract negotiations with the most qualified and responsive Proposer, AHJV will provide the Proposer with a Subcontract that will, at a minimum, contain all the terms and conditions included in this RFP and all attachments hereto.
