Background: In 2016, the New Hampshire Statewide Coordination of Community Transportation Services Plan was developed to build upon the existing statewide structural successes and challenges experienced in coordinating public and human service transportation across the State of New Hampshire. One of the goals of the Plan was to continue to improve mobility for individuals with disabilities, people with low incomes, older adults, and the general public throughout New Hampshire. Building upon the 2016 Plan, New Hampshire’s Statewide Coordinating Council (SCC) developed the New Hampshire Statewide Mobility Management Network – A Blueprint for Implementation. The Statewide Mobility Manager (MM) for the State of New Hampshire position is a result of the plan. The Statewide Mobility Manager role is to coordinate and oversee transportation services in the state.
Position Purpose and Objectives: The role of NH Statewide Mobility Manager is to meet the transportation needs of the general public, with a focus on elderly, disabled, and disadvantaged populations. The Statewide Mobility Manager will support the New Hampshire Department of Transportation and act as a liaison between the New Hampshire Department of Transportation, other State Agencies, the State Coordinating Council (SCC), Regional Coordinating Councils (RCCs) and local providers to implement the NH Statewide Mobility Management Network according to the Blueprint and the 2016 State Coordination Plan.
Position Overview: The NH Statewide Mobility Manager is an immediate opening. Salary commensurate with experience. The position is a fulltime employee of RLS & Associates, Inc. however will be located in New Hampshire and will be dedicated to the NH Statewide Mobility Manager position. This position will be eligible for RLS employee benefits including; paid vacation, paid holidays, a health benefit package, and retirement contributions based on the RLS company policy.
Essential Job Functions: - Serve as primary liaison between State of NH agencies and SCC with regard to statewide mobility management initiatives.
- Compile, analyze, and present data related to statewide mobility management performance measures.
- Provide guidance and assistance to regional mobility managers within NH’s RCC regions with the activities of the mobility management.
- Assist the RCCs and local providers to develop and implement a customer-centered approach to transportation access and coordination in the state for older adults, individuals with low-income, individuals with disabilities, veterans, and other vulnerable populations.
- Develop relationships with transit-dependent and vulnerable populations in the state to address issues of access, diversity, equity, and inclusion (DEI) and ensure their voices are heard.
- Assist the RCCs in creating and updating annual inventory of available transportation services in the state to be made available to the public.
- Conduct outreach activities in each of NH’s community transportation regions to educate and train groups and individuals how to access and use transportation network/services.
- Develop new opportunities for coordination and/or expansion of transportation options across the state.
- Cultivate multi-agency partnerships to reduce costs through increased efficiency and effective transportation coordination.
- Assist the RCCs to develop its organizational infrastructure and capacity to effectively fulfill its mission. Efforts will include strategic planning, fundraising, communication, and member recruitment and retention.
- Conduct periodic needs assessments to identify barriers to mobility in the state and propose recommendations to reduce those barriers.
- Build relationships with state, regional, and local elected officials and community leaders to educate about the needs, roles and benefits of transportation services and coordination. This should include ways in which they can support financially (funding) and operationally (policy) these services and coordination efforts.
- Maintain a listing of corporate, foundation, and government sources of funding for matching funds, including opportunities to use “braided” funding streams.
- Participation in the evaluation of existing and new opportunities for technology integration focusing on scalability, platform accessibility, ease of implementation, relative affordability, maturity (how long has it been around) and generalizability (will it work out of the box).
- Participate in and coordinate with the SCC, local RCCS and Statewide Management Network, which includes the regional mobility managers.
- Participate in state, regional, and local transportation planning activities, including required human services coordinated plans, SCC strategic plan, the RCC strategic plan or workplan, Regional Planning Commission (RPC) planning and other related plans and initiatives.
- Makes public presentations on the benefits of mobility management in the community as directed NHDOT.

Desired Qualifications: - Familiarity with different transportation models and how they interact
- Familiarity with transportation services operating within the state
- Familiarity with how transportation planning is conducted in New Hampshire, including GACIT/Ten Year Plan adoption, regional needs assessments, etc.
- Experience conducting trainings for individuals and agencies
- Basic understanding of policies and procedures that impact community transportation services, including the Americans with Disabilities Act (ADA), Medicaid, Medicare, and the Affordable Care Act (ACA)
- Experience or familiarity with human service transportation coordination, including brokerage concepts and operations
- Experience or knowledge of one call-one click center operations
- Familiarity with technology integration, including various trip planning methods, assistive technology and trip planning and wayfinding mobile applications
Experience: - Five years of experience in public/human services transportation, social services, communications, or related field.
Education: - Bachelor’s Degree in transportation, social services, communications, business administration, or related field; or, five years of equivalent education, training and experience preferred.
Licenses/Certifications: - Valid Driver’s License
- Successful completion of previous employment verification and criminal background investigation.
