Charles County Government is seeking an experienced Transit System Administrator to perform administrative work for the County’s transportation programs, oversee the contract for transit services provided by the third party contracted provider, prepare grant applications and administer grants and contracts.
Reports to: Chief of Transit
Supervises: Transit Specialist(s)
Essential Job Functions
- Plans, promotes, administers, and develops County-wide transportation grants and programs. Coordinates with other Departments, and contractors as necessary; researches grant opportunities; prepares grant applications; evaluates plans, specifications, and contracts to determine grant applicability.
- Analyzes route performance and recommends changes to better accommodate passengers within budget constraints.
- Administers transportation programs.
- Assists with budget preparation and financial related reports and processes including equipment purchase and assessing contractor penalty fees.
- Develops contract provisions and monitors contracted services.
- Conducts public hearings and community outreach meetings, as necessary.
- Coordinates with media in the marketing and public relation efforts for the division; ensures appropriate dissemination of information to the public. Hold community outreach meetings, as necessary.
- Schedules, prepares, and develops agendas and reports for ADA Advisory Committee meetings.
- Assists in the development of new programs. Assists in Division administration related to contracts and lease agreements.
- Assists with researching and making technology enhancement recommendations to improve transit services.
- Develops customer service surveys and make recommendations to address survey findings.
- Represents the division and fills in for the division chief as assigned.
- Updates and maintains Double Map software with current route data.
- Maintains on board video database to capture incidents and events that occur in the transportation system. Includes cameras located at the Park & Ride transit hubs.
- Coordinates ADA application review committee.
- Monitors the VanGO website and makes recommendations for site improvements.
- Performs other related job duties as assigned.
Qualifications, Knowledge, Skills, and Abilities
Education and Experience:
Bachelor's degree in Public Administration, Transportation Management, or related field. Three (3) years of experience in grants or contract management; two (2) years of supervisory experience, or an equivalent combination of education, experience, and training.
Licenses or Certifications:
Must possess a valid driver's license.
National Incident Management System (NIMS) (must be obtained within one year)
- ICS700- Introduction Course
- ICS100- Introduction to the Incident Command System
- ICS200- ICS for Single Resources and Initial Action Incidents
Community Transit Manager certification preferred (must be obtained within two years)
Wheelchair Lift Securement certification preferred (must be obtained within one year)
Certified Safety and Security Officer preferred (must be obtained within one year)
Special Requirements/Qualifications:
Work is subject to frequent interruptions.
Subject to work beyond the normal scheduled hours of work.
This position is required to receive climate competency training level 1.

PHYSICAL DEMANDS
The work is sedentary with frequent periods of light physical activity and is performed in office and housing unit surroundings. Typical positions require workers to walk or stand for long periods; lift and carry up to 20 pounds; climb stairs, bend, reach, hold, grasp and turn objects; and use fingers to operate computer or typewriter keyboards. The work requires the ability to speak normally, to use normal or aided vision and hearing.
