Job Summary/Duties:
The Supervisor, Field Projects coordinates and schedules the performance of construction field activities and field management, for capital program, joint development, and adjacent construction, and/or WMATA self-performed construction implementation. The incumbent coordinates daily project field activities to ensure compliance with project requirements. The incumbent oversees and may commit Authority resources, and coordinates with other WMATA departments in support of evaluation and acceptance of completed work for assigned projects. The Supervisor, Field Projects directly and indirectly oversees employees and consultants and has latitude for independent judgement following Authority policies, departmental guidelines, and procedures. The incumbent plays a key role in identifying and escalating field conditions, revenue operating requirements, and deviations from project requirements, and is empowered to resolve issues arising in the field and/or make recommendations for solutions to internal and external stakeholders. The incumbent develops field procedure improvements, safe work procedural improvements, and recommends standard and specification enhancements or revisions, from lessons learned and observational assessments.

ESSENTIAL FUNCTIONS

  • Reviews project implementation documentation including construction drawings, work plans, scope of work, schedule, and as built documents; identifies discrepancies and conflicts; formulates or recommends field work solutions compliant with project requirements.
  • Oversees adherence to applicable safety rules and procedures, through planning, close observation, safety briefings, and process improvements. Enforces RWP rules actively in the work site to ensure the safest environment possible for workers, customers, and other stakeholders, giving clear direction to workers, raising concerns and providing solutions.
  • Resolves issues encountered in the field and ensures work efforts are consistently completed safely, efficiently and in adherence with applicable standards and specifications. Develops field work procedural improvements based on lessons learned.
  • Organizes field crew team assignments and works collaboratively with other teams to ensure sufficient resourcing and adherence to schedule and safety requirements. Establishes communication methods that encourage collaboration and adherence to safety requirements in the field. Ensures consistent supervision and sufficient communication in the field.
  • Assures timely and effective response of Authority's support staff to ensure field activities conform with plans and specifications.
  • Analyzes construction changes, agreements; lends technical support for issue resolution. Commits Authority resources for participation in and advancement of projects. Recommends appropriate changes in contractor activities to ensure satisfactory completion of the work.
  • Oversees subordinates to maintain daily project documentation of field activities, agreements, and changes made for the work. Reviews and updates construction records and reports periodically to ensure effective control of project progress.
  • Assists and/or coordinates with appropriate stakeholders to obtain necessary approvals from the Authority's operating department on final work.
  • Supervises subordinate staff to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, approving leave requests and timesheets, and ensuring appropriate subordinate training.
  • Attends, conducts, and/or oversees subordinates scheduling and participation in meetings, including construction coordination meetings, to ensure construction activities conformance with plans, specifications, and operational requirements.
OTHER FUNCTIONS
  • Maintains sound employee/union relations while upholding the rights and interests of management.
  • Coordinates the following activities: delivery of Personal Protection Equipment for field staff; management of inventory if applicable; equipment retesting and equipment recalibration. Facilitates Non-Revenue Vehicle administration and management to ensure accountability for WMATA's resources.
  • As needed, enters, monitors and manages GOTRS requests, including emergency requests.
  • As needed, enters, monitors and manages CSP (Crew Support Personnel) requests, including emergency requests.

Minimum Qualifications:

Education
High school diploma or GED or Vocational/technical training in the field of Engineering or Construction Related (including on-the-job training or apprenticeships)

Experience
Minimum of six (6) years of experience in performing, coordinating and supervising multiple activities of various disciplines on active construction projects.

Certification/Licensure
Roadway Worker Protection (RWP) Level 4 certification within 18 months of starting job, if not already RWP Level 2 certified.

If already certified at Level 2 upon hire, then must obtain RWP Level 4 certification within 12 months

Possession of a valid motor vehicle operator's permit

Preferred
Bachelor's degree in Engineering, Construction Technology, or a related field
