GENERAL DESCRIPTION OF WORK: Responsible for the management and the safe, customer-oriented, efficient and effective operations of the Bus Transportation, Bus Operations, Paratransit, and Contract Services Departments, within the Transportation Division – currently located at the VMC, VTOC and Transguide; while maintaining oversight/tracking of fiscal responsibilities and efficiencies related to contracts that support VIA’s service provision and delivery. Provides operational oversight for all of VIA’s operational components including bus service transportation and operations as well as paratransit operations and contracted services that ensure fiscal efficiency and contractual compliance.
ESSENTIAL FUNCTIONS:
- Provides leadership and oversight in the development of RFP’s, scopes of work, monitors billing and comprehensive reporting to finance, audit and senior leadership.
- Serves as the organizational liaison between VIA and all contracted vendors that are used for service delivery and operations.
- Ensures all regulatory oversight compliance measures are met, as well as managing the health, modifications and extensions of contracts.
- Provides leadership, direction and support to all bus transit, paratransit, and Contract Service operational functions to ensure attainment of VIA and divisional objectives within established policies and parameters.
- Supervises subordinate department managerial staff.
- Directs and provides oversight for staff compliance with policies, rules, procedures, regulations and practices and adherence to the Working Conditions.
- Directs the review and analysis of transportation and contract operations and monitors system performance to identify and solve problems and ensure efficient and cost-effective operations.
- Develops, reviews and evaluates contract proposals; monitors and evaluates the work of consultants, contract personnel, and vendors.
- Works closely with statistical data to provide detailed reporting of financial oversight, trends and strategy to manage and mitigate cost overruns of contracted services.
- Maintains a dashboard of fiscal expenditures and financial accounting of all procurements related to service delivery.
- Serves as the division representative that responds to all procurements, board level procurement reporting and audits or inquiry related to contracted services.
- Conducts employee disciplinary investigations, hearings, and counseling sessions. Responds to employee grievances and appeals.
- Interacts with various departments and outside agencies to coordinate schedule, detours, bus stop changes, and special event services from park and ride locations.
- Communicates and implements safety rules, policies, and procedures in support of the agency’s safety vision and goals; maintains accountability for the safety performance of all subordinate employees.
- Maintains, supports, and promotes a safe work environment while complying with all VIA’s safety rules, policies, and procedures
- Develops and implements strategic business plans focusing on transportation needs in cooperation and coordination with all VIA departments involved in regional decisions.
- Develops and delivers projects from inception to close-out, on time and within scope and budget.
- Assists to formulate policy recommendations to the VP of Transportation, attends Board meetings and committee meetings, and prepares and presents recommendations to the VP of Transportation.
- Directs studies, investigations, and analyses, at the direction of the VP of Transportation, presenting verbal and written reports of findings and recommendations.
- On-call 24/7 and notified of major accidents and incidents involving VIA customers and Transportation employees; provides notification to the VP of Transportation of major accidents and incidents in a timely manner.
- Confers with ATU Local 694 representatives and management to resolve current and prevent future employee relations issues.
- Meets and consults with ATU Local 694 representatives on various language, grievances, and disciplinary actions.
- Reviews proposed disciplinary actions for consistency and compliance with applicable regulations, laws and the Working Conditions.
- Participates in labor and Working Conditions meetings with the ATU Local 694; facilitates monthly joint labor-management meetings as necessary when the VP of Transportation is absent.
- Writes proposals for new or amended Working Conditions provisions.
- Advises management regarding appropriate personnel actions to be taken including disciplinary actions.
- Assists in formulating and recommending policies, procedures, guidelines, rules and regulations governing employee relations.
- Directs the activities of VIAtrans services in compliance with the Americans with Disabilities Act (ADA) regulations, providing accommodation to qualified individuals.
- Assists in responding to the Federal Transit Administration (FTA) Triennial Reviews and comments.
- Contributes to ensuring that the EEO policies and programs are carried out.
- Develops and maintains a timely and accurate reporting system designed to keep the VP of Transportation informed of operational and contract services progress.

REQUIRED EDUCATION AND EXPERIENCE: Bachelor’s Degree in Business Administration or related field and ten (10) years of progressively responsible experience in project management, mass transit, transportation, and contract services. At least four (4) years of managerial experience is required. Experience may be substituted in lieu of education on a year-for-year basis for up to four (4) years.
PREFERRED QUALIFICATIONS:
Master’s Degree.

PHYSICAL REQUIREMENTS: Physical ability required to be mobile, bend, stoop, stand, reach and lift objects weighing 5-25 pounds such as files, supplies, equipment and large heavy reference manuals and books.
WORK ENVIRONMENTS:
