GENERAL DESCRIPTION OF WORK:
This is an executive level position and is overall responsible for planning, development, execution, and management of all activities within the fleet maintenance department to ensure agency objectives of efficiency, effectiveness and top performance are achieved. Responsibilities of this position minimally include the repair, servicing, body work, painting, and cleaning of all VIA's fleet over 650 heavy and medium-duty transit and para-transit vans and 200 non-revenue support vehicles. Oversee life cycle activities of all vehicle and equipment ranging from procurement to disposal. Responsible for the administration of a diverse workforce of represented and non-represented employees. Responsible for operations performed around the clock (24 hours a day every day of the year) to meet strict service quotas and performance standards.

ESSENTIAL FUNCTIONS:

  • Oversees large scale, fleet maintenance and servicing operations to meet daily vehicle availability requirements and performance standards.

  • Ensures fleet vehicles are fully operational, safe, reliable, comfortable, clean and appealing for patrons and employees.

  • Responsible for the effective and efficient operation of a preventive maintenance program for all VIA owned vehicles.

  • Responsible for the accurate and detailed recording and monitoring of vehicle maintenance activities and expenditures using available maintenance tracking software.

  • Responsible for vehicle maintenance related planning.

  • Responsible for the preparation and adherence to the vehicle maintenance budget. Conducts cost/benefit analyses to identify effective methods of reducing vehicle maintenance costs.

  • Assists in and or may lead the preparation of technical specifications for new vehicles, vehicle components, equipment, materials and supplies, and parts. Assists or may lead negotiation of service contracts. Ensures contractor and vendor adherence to contract terms, schedules, and quality expectations. Oversees fleet maintenance activities of contracted service providers.

  • Responsible for the Body Shop department to include minor to major accident repairs as well as the Electronic department.

  • Assists in the technical training programs for fleet maintenance personnel.

  • Provides technical support to subordinates and staff outside of the Vehicle Maintenance Department. Coordinates efforts with VIA safety, security, training, and environmental personnel.

  • Responds to vehicle maintenance related issues raised by internal and external customers, and vendors. Makes vehicle maintenance related presentations to internal and external customers.

  • Conducts long and short-range planning for department.

  • Establishes and implements controls to assure compliance with department and company goals, budget, quality standards, performance standards, and legal requirements.

  • Responsible for the proper administration of all VIA, Division and Department policies and procedures within the Vehicle Maintenance Department.

  • Responsible for addressing all Vehicle Maintenance employee issues to include: staffing analyses, hiring, training, supervision, scheduling, counseling, safety, discipline, morale, accountability and productivity. Supports VIA's EEO and Diversity Programs.

  • Responsible for ensuring all Vehicle Maintenance activities are compliant with the Memorandum of Working Conditions of Hourly-Paid Employees. Addresses Vehicle Maintenance related labor issues with labor representatives.

  • Stays abreast of first-aid, safety, and hazardous material regulations and procedures. Reviews accidents and supports accident prevention programs. Promotes safety and good housekeeping throughout VIA.

  • Develops, implements, and monitors vehicle maintenance procedures and standards for subordinate employees.

  • Responsible for identifying and requisitioning cost-effective replacement parts, materials and supplies necessary for vehicle maintenance operations.

  • Ensures compliance with all regulation applicable to vehicle standards and fleet maintenance.

  • Responsible for staying abreast of the latest developments in vehicle technology, vehicle related regulations, transit technology, training methods, and vehicle repair procedures. Maintains liaisons with individuals both inside and outside of VIA.

  • Communicates with agency personnel, union representatives, transit officials, vendors, suppliers, contractors, and others to exchange information and resolve issues related to fleet maintenance and vehicle acquisition.

  • Develops leadership talent and other skills in subordinates through example, guidance, training and delegation. Fosters teamwork both within and across departments.

REQUIRED EDUCATION AND EXPERIENCE:
Bachelor’s degree in Mechanical Engineering, Industrial Engineering, or Business Administration, or related field. Ten (10) years of progressively responsible experience in transit fleet maintenance and four (4) years of supervisory experience. Experience may be substituted in lieu of education on a year-for-year basis up to four years.

PREFERRED QUALIFICATIONS:
Multimodal mass transit property experience.

ADDITIONAL REQUIREMENTS:

  • Thorough knowledge of the theory, methods, materials, and supplies used in vehicle maintenance activities. Must have extensive knowledge of practices, procedures, and techniques used in fleet maintenance, such as engine repair, component rebuilding, body repair, interior care, and servicing of buses, vans, and other vehicles.

  • Thorough knowledge of safety hazards and accident prevention methods common to vehicle maintenance operations. Thorough knowledge of welding and machine practices.

  • Must be able to maintain professional and effective working relationships with VIA associates, subordinates, vendors, and representatives of outside agencies. Ability to persuade actions from personnel at all levels of the VIA organization and individuals outside of the organization using considerable tact, discretion, and professionalism.

  • Must be able to understand and carry out oral and written instructions.

  • Must be able to plan, schedule, assign, and supervise the work of subordinates. Must be able to prepare and maintain records and reports.

  • Must be able to manage large numbers of employees in emergency situations.

  • Must be able to effectively identify, research, and resolve issues of varying complexity.

  • Strong analytical skills, sound judgment and decision-making capability

  • Must have, or be able to quickly develop, a basic understanding of the department functions.

  • Must have experience in the use of alternative fuels for fleet operation. Must be able to prepare and administer a department budget.

  • Must be able to apply collaborative work strategies and gain the cooperation of employees.

  • Must be able to analyze technical issues, problems and report and develop alternative solutions

  • Must be able to communicate effectively orally and in writing.

  • Must be capable of operating on a 24-hour per day, 365-day per year on call basis and be prepared to report for duty at any time if required.

  • Must have the ability to occasionally travel. Must be able to maintain good work attendance.

PHYSICAL REQUIREMENTS:

  • Ability to be mobile both on and off property in a variety of worksites, such as offices, construction areas, open fields, roadways, buses, industrial facilities, storage facilities, etc., and at any hour of the day or night or day of week

  • Must have physical ability to attend meetings and other off property functions.

  • Physical ability to occasionally bend, stoop, twist, squat, kneel, climb stairs, reach, be on unprotected heights, requires forearm rotational movement, hard grasping and use of foot controls.

  • Ability to frequently walk, sit, stand, be around moving machinery, extremes in temperature/humidity, exposure to dust, fumes and gas, exposure to noise, requires simple grasping, fine manipulation and medium dexterity.

  • Physical ability to occasionally lift objects weighing 5-25 pounds such as parts, files, supplies and reference books

  • Must be able to hear safety and emergency horns.

WORK ENVIRONMENT:
Works in office environment and within an extensive vehicle maintenance facility with regular exposure to fumes, dust, fuels, high levels of noise, high vehicle traffic areas, vehicle repair bays/pits and all-weather conditions. Contact with personnel at all levels of VIA management/work, of the VIA Board of Trustees, from external public and private sector agencies, contractors, etc.

Exposure to information which may be sensitive. Work involves deadlines and multiple priorities.

Hours of work may vary including nights and weekends.
