The Northern Virginia Transportation Commission seeks a strategic minded and creative problem solver with strong interpersonal skills and political sensibilities to lead NVTC’s Transit Technology Program. The ideal candidate will be a strategic and analytical program manager with strong project management skills and the ability to lead, organize, and facilitate multi-disciplinary working groups. They will have strong public transit program management skills; experience managing consultant teams and grants; hold an understanding of the dynamics of Washington, DC, and Northern Virginia regional transit/transportation; demonstrate excellent written and oral communication skills; and have a desire to learn and grow professionally.

POSITION DESCRIPTION
The Senior Program Manager will manage NVTC’s Transit Technology Program, which includes implementation of the Northern Virginia Regional Fare Collection Strategic Plan and development and implementation of the Northern Virginia Zero Emission Bus Strategic Plan. They will lead a team of professional staff and consultants, collaborate with jurisdiction and regional stakeholders, represent NVTC on regional committees/subcommittees, and coordinate closely with other NVTC programs (Commuter Choice, WMATA, Transit Resource Center).

REQUIREMENTS
  • A Bachelor’s or Master’s (preferred) degree in transportation planning, urban and regional planning, or a related field
  • Seven (7) to ten (10) years of progressively responsible public transportation project and program management experience that demonstrates:

    • experience developing and implementing strategic plans
    • a keen understanding of regional transportation issues
    • the ability to effectively communicate technical information to a variety of audiences
    • the ability to lead a team of staff and consultant professionals
    • excellent facilitation and communication skills

  • Demonstrated ability to manage regional transportation programs, especially transit
  • Experience working closely in a small team environment

ESSENTIAL FUNCTIONS
  • Development and implementation of the Transit Technology Program annual work plan, coordinating with the NVTC annual work plan
  • Manage the procurement, development, and approval of the Northern Virginia Zero Emission Bus Strategic Plan, including internal coordination with the Finance and Administration team, coordination with regional and Commonwealth stakeholders, and briefings to the Management Advisory Committee, Program Advisory Committee, and the Commission
  • Oversee the implementation of the Northern Virginia Regional Fare Collection Strategic Plan
  • Lead, organize, and facilitate two Working Groups – Fare Collection (Off-Board/All-Door sub-group) and Zero-Emission Bus, including agenda preparation, inviting speakers, and documentation of each meeting
  • Manage multi-disciplinary consultant teams and associated state grants.
  • Oversee the day-to-day work of Program Analysts supporting the Transit Technology Program, in coordination with the Director of Programs and Policy
  • Lead monthly Transit Resource Center briefings for NVTC leadership.
  • Coordinate with the NVTC communications team to support program visibility.
  • Support the Director of Programs and Policy and the Executive Director with new projects or initiatives

Position Salary Range: $110,000 to $132,000 (based on qualifications and experience)

ADDITIONAL INFORMATION
NVTC’s office is in the Court House area of Arlington, Virginia. Work hours are generally 8 a.m. to 5 p.m., Monday through Friday. NVTC offers a generous telework schedule, to be determined with supervisor. Additionally, work hours may vary based on business needs and will include evening and weekend hours. Some local and regional travel may be required.
