Under general direction, to have responsible charge of administrating and delivering the Q-Line (M-1 RAIL’s) rail safety and occupational health, safety, and environmental programs, and related training programs to ensure the safe and efficient operation of the Q-Line system in compliance with federal and state regulatory agencies and city laws and ordinances. The main focus of this position is the coordination, administration, promotion, and delivery of safety programs impacting the rail operations, its employees, contractors, and other third parties, and patrons, reducing the risk of injuries from incidents, accidents, and other hazards. Collects, organizes, records and verifies accuracy of data and information from various sources, as necessary. Daily activities require walking the guideway route to survey activities near the M-1 RAIL and travel to field locations encompassing construction activities to assess and validate the information in addition to other safety duties. Prepares and assists with the preparation and recording of Incident Reports for the Safety Security Oversite Committee (SSOC) including determinations of failure and recommendations for the prevention of reoccurrence.

Responsibilities

• Recommends updates of M-1 RAIL’s operations, maintenance, and safety policies, and procedures in order to maintain safe operating and working conditions, eliminate hazards and provides for changes in safety regulations and standards.

• Acts as recording secretary of the SSOC and records activities and maintains documentation of committee activities.

• Conducts safety audits and inspections of M-1 RAIL facilities and equipment and recommends procedures to correct violations or enhance safety.

• Establishes, coordinates and conducts safety training programs to prevent or reduce occupational and passenger injuries and to prevent damage to M-1 RAIL’s facilities and equipment.

• Reviews plans and specifications for facility modifications, equipment purchases, and contractor work practices to ensure compliance with prevailing safety standards and safe operations and maintenance requirements.

• Acts as M-1 RAIL’s Liaison with safety/training regulatory and oversight agencies (SSO).

• Responsible for updating and implementation of the M-1 RAIL System Safety Program Plan and assuring compliance with all applicable regulations and guidelines.

• Maintains records of employee participation in health, safety and related training programs.

• Performs analyses with relevant data to support safety-related programs and trends.

• Follows all applicable Standard Operating Policies (SOP’s) in the performance of their responsibilities.

• Other duties as required.

Qualifications

Education, Licensing, and Certifications:

• Bachelor’s degree from a university of recognized standing with extensive coursework in Occupational Health and Safety, Engineering, Industrial Hygiene, Environmental Engineering, Environmental Science, related Proven Managerial Skills, other closely related discipline or other combination of education and experience to warrant equivalency recognition and at least four (4) years of experience with directing Health and Safety preferred, or an Associate’s degree with the same work and eight (8) years of the same experience as a minimum Demonstrated experience performing related occupational health, safety, and construction oversight and coordination.

• Specialized training in document management, complex problem-solving techniques and meeting facilitation required.

• Required to obtain and keep current the Federal Transit Administration’s safety certification or additional safety training to comply with the federal standards and to satisfy the job functions.

• Experience in performing occupational safety coordination for an operating enterprise or an oversight agency, or in performing operations, maintenance for a railway or rail transit agency.

• Demonstrated excellent written and verbal communication skills at all levels of the organization and the ability to convey information to employees, managers, and contractors. Ability to read, analyze, and interpret technical information, and effectively compose and edit technical documents.

• Specialized training in document management, complex problem-solving techniques and meeting facilitation required.

• Required to obtain and keep current the Federal Transit Administration’s safety certification or additional safety training to comply with the federal standards and to satisfy the job functions.

Experience, Skills, and Knowledge Required:

• Minimum of 7 years of progressive experience in a rail transit agency environment requiring independent analysis in responsiveness is desired;

• Demonstrated experience in developing safety programs, monitoring safety practices or incidents.

• Any combination of education, training, and experience that provides the above knowledge, skills, and abilities may be substituted.

• Professional safety certification and technical, engineering and rail transit experience preferred.

• Thorough knowledge of federal and state employment laws, including an understanding of safety requirements for ADA services.

• Individual must have completed all required FTA TSI courses.

• Individual must possess knowledge in Emergency Management as well.

• Individual must have a strong working knowledge, or ability to quickly gain knowledge, of transit agency capital projects safety programs and the FTA requirements for safety certification of fixed-guideway transit systems; should also possess general knowledge of OSHA regulations as related to general and heavy construction; must maintain general knowledge and application of safety policies and procedures as they relate to the operational and structural needs of the entire M-1 RAIL organization.

• Comprehensive understanding of current federal regulations mandating State Safety Oversight and as future legislation and policy become available that is applicable to the SSO Program.

• General knowledge of rail transit engineering practices and design of the guideway system.

• Familiarity with national rail safety initiatives and programs.

• Must be familiar with NFPA 130 and its application to streetcar systems.

• Must develop and maintain an understanding of M-1 RAIL’s organizational functions, policies, and procedures and integrate as required into the rail safety certification process.

• Must be able to formulate, develop, implement, and administer policies and procedures related to safety policy.

• Ability to train others in safety practices and work rules, either individually or as a classroom instructor.

• Ability to independently research technical documents, interpret and organize data and information as required;

• Ability to facilitate meetings and obtain consensus.

• Strong written and oral communication skills; excellent presentation skills; ability to influence people at all levels of the organization.

• Travel requirement (as a percent): 25%.

Pre-Employment Requirements:

• Must submit to drug testing and a criminal background check.

• Ability to operate a motor vehicle.

• Valid State of Michigan Driver’s License and acceptable driving record required.

Physical Requirements:

• The physical demands described here are representative of those that must be met by an employee to perform successfully the essential functions of this job.

• Work may occur at field locations at or near construction sites requiring Personal Protective Equipment (PPE); walking on rough and irregular surfaces.

• This is a challenging position and one which requires overtime and meeting multiple demands on a timely basis.

• Able to walk 13-25 miles per week in all types of weather conditions. Requires evening and/or weekend work and seasonal overtime.

• Must be available to respond to emergencies and be on call 24-hours a day, 7 days a week.
