Metro Transit, a division of the Metropolitan Council (St.Paul/Minneapolis), is one of the country's largest transit systems, employs more than 3,000 people, and provides more than 80 million rides a year through an integrated network of buses, light rail and commuter trains, as well as resources for those who carpool, vanpool, walk or bike in the Twin Cities.

Metro Transit is seeking a Manager, Transit Technology Coordination to provide strategic leadership for transit technology planning and initiatives in the Metro Transit and Metropolitan Transportation Services (MTS) divisions. The new Manager, Transit Technology Coordination will report to Director of Strategic Initiatives at Metro Transit.

This position will not generally be involved in the direct implementation or management of individual technology projects. This is a strategic planning and management role as opposed to a project planning and management role.

Duties include:
1. Convene, lead, and/or serve on technology committees
  • Lead the staff-level Transit Technology Advisory Committee and coordinate the executive-level Transit Technology Steering Committee, including setting agendas, facilitating meetings, publishing notes, and following up on assigned tasks.

  • Participate as a member of the Council IT Cross Functional Team and other Council-wide technology advisory and strategy groups. Provide a critical communications link between these groups and Transit staff.


2. Develop, implement, and maintain a transit technology project governance process
  • Lead development of a transit technology governance process, including the appropriate project solicitation, documentation, review, prioritization, and tracking elements

  • Facilitate the implementation of this governance process through communications, training, and change management

  • Coordinate the ongoing management of the process, primarily through the leadership of the Transit and Council technology committees


3. Provide strategic leadership on transit technology issues
  • Support Metro Transit and Metropolitan Transportation Services senior leadership, as well as other Council divisions, by informing discussion of technology related policies and strategies, and communicating and implementing those policies and strategies within the transit divisions

  • Understand best practices in the technology field (mobile computing, network, server, database, development etc.) and align these practices with business needs


4. Provide strategic oversight of technology projects
  • Facilitate business process change with technology, aligning technology and best practices to support organizational optimization and improvement efforts

  • Monitor project execution using PMO guidelines

  • Communicate to project teams, sponsors, and stakeholders on project status and issues


Qualifications include:
Master's degree in Computer Science, MIS, Business Administration, Public Administration, Planning, Project Management or related field AND four (4) or more years' experience managing technology systems and/or strategy, including three (3) or more years of proven experience/accomplishments in providing IT project leadership coordinating and integrating the work of others.

OR

Bachelor's or higher degree in Computer Science, MIS, Business Administration, Public Administration, Planning, Project Management or related field AND six (6) or more years' experience managing technology systems and/or strategy, including three (3) or more years proven experience/accomplishments in providing IT project leadership coordinating and integrating the work of others.

OR
Associate's degree in Computer Science, MIS, Business Administration, Public Administration, Planning, Project Management or related field AND eight (8) or more years' experience managing technology systems and/or strategy, including three (3) or more years proven experience/accomplishments in providing IT project leadership coordinating and integrating the work of others.

OR

High School Diploma/GED AND ten (10) or more years' experience managing technology systems and/or strategy, including three (3) or more years proven experience/accomplishments in providing IT project leadership coordinating and integrating the work of others.

Desired Aualifications:
  • Ability to promote an equitable, positive and respectful work environment that values cultural and diversity among all employees.

  • Associate's degree or higher in related field.

  • Experience in public sector / government management.

  • Project and/or program management experience including relevant certification.

  • Knowledge and experience of:

    • Technology systems development principles and methodology;

    • Technology program governance principles and methodology;

    • Public transit planning and operations principles and best practices
