Hampton Roads Transit is seeking a Safety Manager to coordinate, administer and promote safety activities of rail operations, its employees and patrons, reduce employee and patron injuries and train accidents, and maintain compliance with all state and federal regulations. Collect, organize, record and verify accuracy of data and information from project sources. Research activities may require travel to field locations encompassing construction activities to assess and validate information. Prepare or assist with the preparation of Incident Reports for the Executive Staff including determinations of failure and recommendations for prevention of reoccurrence. Establish and maintain procedures for configuration control of safety critical documents. Support all HRT departments by providing training, and distributing information on all matters related to job-site safety. Oversee bus safety implementation.

Essential Job Functions:
Manages and evaluates the industrial safety and operational safety for HRT’s Rail department and develops effective safety performance standards for rail transportation; conducts comprehensive unacceptable hazardous conditions and accident/incident investigations; manages the development, implementation, administration, and review of the effectiveness of the industrial safety, industrial hygiene, construction safety, and environmental safety aspects of the HRT’s System Safety Program Plan; directs oversight of RAIL compliance with the standard and regulations of the following agencies: U.S. Department of Labor, Occupational Safety and Health Administration, U.S. Department of Transportation, Federal Transit Administration; and the agencies of the Commonwealth of Virginia and local jurisdictions; interprets, in coordination with the General Counsel, and disseminates applicable regulations and standards to departments and offices and assists in developing programs to ensure regulatory compliance; coordinates and provides input to ensure that the agency-wide document control and configuration system meets the required documentation needs to support the final safety certification process as prescribed by federal and state regulations.

Knowledge, Abilities and Skills:
Completed all required FTA TSI courses; extensive knowledge in Emergency Management as well as possess required NIMS, ICS and other FEMA courses; strong working knowledge of transit agency capital projects safety programs and the FTA/VDRPT requirements for safety certification of fixed guideway transit systems; general knowledge of OSHA regulations as related to general and heavy construction; comprehensive understanding of current federal regulations mandating State Safety Oversight.

Bachelor’s degree in business administration, project administration or safety; specialized training in safety administration or construction safety inspection; seven years of progressive experience in a transit agency environment requiring independent analysis and action; five years’ experience monitoring and/or investigating job-site safety practices or incidents.

Certificates: Certified Engineer Technician or Certified Safety Professional optional
