Are you enthusiastic about public safety, surveillance technology, and real-time operations? WMATA has openings for the position of Video Operations Specialist. We are seeking the necessary talent to join our Digital Video Evidence team. The Digital Video Evidence team supports the Metro Integrated Command and Communications (MICC) department. This department operates 24/7, 365 days to include holidays and weekends. Individuals in this role are critical to the MICC operation and will be part of a team that helps detect, assess, and respond to incidents while monitoring and managing video operations, from station platforms to onboard vehicle footage that impact safety, service, and security.

In this critical role, you will use innovative Video Surveillance Systems (VSS) to support special projects and assignments relating to video operations, as directed' collaborating closely with your team and cross-functional departments in a fast-paced, mission-driven environment to support incident response. This is not a HYBRID or TELEWORK opportunity. Selected individuals will be required to pass a background check and must be able to work non-standard hours to include weekends, holidays and rotating shifts. Summary
The Video Operations Specialist is responsible for the recovery, monitoring, detection, assessment, coordination, and reporting relating to video, alarm, and other situational awareness systems in use across WMATA facilities and aboard WMATA vehicles, leveraging WMATA's extensive video, surveillance and related technology to ensure public safety, operational, and other incidents of concern are captured and/or detected and acted upon. The incumbent works as part of a team, using standard operating procedures and training to guide their work, collaborating with team members on standard or routine matters and escalating non-routine situations to a supervisor. The Video Operations Specialist supports other staff and functional units inside and outside the MICC.

Job Duties

  • Proactively monitors and reports on the WMATA Video Surveillance System (VSS) based on ridership, special events, and other relevant factors.
  • Acknowledges, reviews, and initiates response to security, facility, and other alarms.
  • Uses available video, on-scene reports, and other data to assess situations and provide actionable information to MICC and other WMATA departments.
  • Identifies patterns, trends, issues, gaps, and other matters requiring escalation and follow-up by management or other parties.
  • Conducts regular functionality assessments of camera and alarm systems and coordinates with appropriate stakeholders and resources to ensure issues are reported and resolved.
  • Provides first-line technical and application support to WMATA video system users.
  • Provides forensic video evidence for investigatory matter and union grievances (levels 1 through 3).
  • Ensures that confidential, security-sensitive, and police-related information is handled with discretion and care.
  • Assists in the development of reports pertaining to video, security, and alarms, such as the tracking of security policy violations by employees or contractors.
  • Supports special projects and assignments relating to video operations, as directed.
  • Supports the monitoring and management of other functions as directed, such as access control, security guards, maintenance activities, and construction projects.
  • Provides situational awareness and other support to external and partner agencies.
  • Identifies and assists with the diagnosis of problems with video, alarm, and related systems. Enters and tracks work orders relating to such issues.
  • Coordinates alarm and incident response with Police, Operations, Safety, Maintenance, and other transportation and public safety agencies and departments.
  • Retrieves video remotely or in person, from facility, bus vehicle, and/or rail vehicle cameras and processes/disseminates the files to the requestor(s), and/or archives as directed.
  • Reviews requests for digital video evidence and processes such requests in a manner consistent with established policy. Provides copies of video in accordance with WMATA's Public Access policy, reviews all requests for digital video evidence, and forwards downloaded images to authorized parties. Retains copies of all downloaded images consistent with established policies and maintains the digital evidence databases of all video requests and downloaded recordings.
  • Assists in ensuring proper chain of custody for all video evidence (excluding Body Worn Cameras).
  • Responds to court issued subpoenas as directed by leadership.
  • Reviews video requests assigned to the team received from internal or external departments and may grant authorization as needed.
  • Coordinates activities involving the recovery of digital video evidence.
  • Disseminates daily assignments, prepares daily manpower and weekly statistical reports, and ensures that all requests are completed within the designated timeframe.
Other Duties
  • Testifies in court as needed.
  • Walks through Rail Yards and Bus Yards to retrieve video evidence.
  • Works various shifts as directed to cover a 365 days/20 hours of operations.
  • Conducts random checks of the cameras and recording devices at rail stations and arranges for their repair and replacement as needed.
  • Coordinates with and supports other team members and activities as needed.
  • Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.

Minimum Qualifications

Education
Associate's Degree in Information Systems Management, Video Technologies or related field

In lieu of an Associate's degree, a high school diploma and two (2) years of demonstrated work experience in security, control-, command-, communications-center, or dispatch operations, in addition to the experience stated below, will be considered.

Experience
A minimum of two (2) years of experience working in a security, control, dispatch, operations, command, or communications center, or in a similar environment.

Certification/Licensure
Certification or training in criminal justice, computer systems, CCTV/video, incident response, or related discipline.

Coursework in Computer Science, IT, Criminal Justice, Security Management, Homeland Security, Information Security, Physical Security, Cybersecurity, or similar fields of study.

Preferred Qualifications

  • Associate's degree or higher with emphasis on Criminal Justice, Law Enforcement, Police Service, Information Systems Management, Video Technologies, or a related field
  • Coursework in Computer Science, IT, Criminal Justice, Security Management, Homeland Security, Information Security, Physical Security, Cybersecurity, or similar fields
  • Experience working for public or private sector transportation and/or transit organizations
  • Experience working with video surveillance systems
