Job Duties
The Northern Virginia Transit Planner position serves as a Planner and Project Manager for DRPT transit planning projects, performance data, Geographic Information Systems, Intelligent Transportation Systems (ITS), and other tasks as assigned. Types of projects may include providing technical support, input and leadership during the conduct of corridor-specific and/or regional planning studies, transit development plans, transit strategic plans, feasibility studies, statewide transportation planning efforts, alternatives analyses and environmental studies. This position may also be called upon to share technical expertise and participate in planning activities in other regions of the Commonwealth as needed.

The Department of Rail and Public Transportation offers a generous total compensation package. Well qualified candidates will be eligible to negotiate Exceptional Recruitment Incentives. New external candidates of the Commonwealth will be eligible to negotiate cash and leave bonuses upon hire. Existing State employees will be eligible to negotiate leave bonuses upon hire.

Minimum Qualifications

  • Knowledge of transportation planning rules, practices and procedures.
  • Knowledge of federal, state, and/or local grant programs and policies.
  • Knowledge of technology and performance data, as related to public transportation service.
  • Skill in operating a personal computer and skill with or ability to rapidly acquire proficiency with the following software: Microsoft Office 365 (Outlook, Teams, Power Point, Word, Excel, OneNote), OneDrive, Microsoft Edge, Adobe Acrobat and ArcGIS.
  • Ability to multitask, conduct and manage a range of diverse transit planning projects.
  • Ability to conduct GIS analysis, create maps, collect and interpret performance data, and collaborate with transit agencies in implementing projects and study/plan recommendations.
  • Ability to evaluate and assess issues, interpret laws and regulations and communicate findings verbally and in writing to others.
  • Ability to conduct studies including managing consultants, leading working groups, public speaking, and advising policy groups to formulate and implement recommendations.
  • Ability to maintain clear communications and good rapport with diverse groups and individuals.
  • Ability to rapidly acquire proficiency with DRPT project management software and systems.

Additional Considerations
  • College coursework in urban planning, transportation planning, public administration, or any related field.
  • Progressively responsible work experience in the public sector or transportation planning.
