Job Duties
This position is responsible for leading Agency staff on public transportation matters involving local and regional transit providers, regional transportation entities and other Commonwealth agencies in the greater Northern Virginia (NOVA) region, including Fredericksburg and Winchester. Position duties include serving as the DRPT representative on various boards and committees as assigned as well as managing the state-funded portfolio of public transportation programs and projects in Northern Virginia in support of the agency’s mission and in compliance with all federal and state requirements. Additional duties include providing direction on transit planning and funding initiatives, corridor-specific planning studies, and transit development and strategic plans in Northern Virginia as well as providing leadership and serving as the subject matter expert related to state-controlled funding provided to WMATA and to the WMATA Compact jurisdictions. The position will be responsible for supervising NOVA program management and planning staff.
The Department of Rail and Public Transportation offers a generous total compensation package. Well qualified candidates will be eligible to negotiate Exceptional Recruitment Incentives. New external candidates of the Commonwealth will be eligible to negotiate cash and leave bonuses upon hire. Existing State employees will be eligible to negotiate leave bonuses upon hire.
Minimum Qualifications
- Expert knowledge of transportation operating and capital program administration.
- Knowledge of transportation planning rules and procedures
- Knowledge of federal, state, and/or local grant programs and policies
- Knowledge of the federal planning process, including Metropolitan Planning Organization planning documents
- Ability to evaluate and assess issues, interpret laws and regulations and communicate findings verbally and in writing to others
- Ability to conduct studies including managing consultants, leading working groups, public speaking, and advising policy groups to formulate and implement recommendations
- Ability to prepare issue papers, executive briefings, talking points and presentations on complex policy and technical subjects
- Ability to maintain clear communications and good rapport with diverse groups and individuals
- Proven ability to work independently, with little daily supervision
- Knowledge of technology and performance data, as it is related to public transportation service
- Skill in operating a personal computer and skill with or ability to rapidly acquire proficiency with the following software: Microsoft Office (Outlook, Teams, Power Point, Word, Excel) and Adobe Acrobat
Additional Considerations - Degree in urban planning, transportation planning, public administration, business or business management, or any related field preferred
- Progressively responsible experience in transportation planning, management, or transit service planning
