Summary of Job:
Under the direction of the Chief Operating Officer (COO), the Director of Fixed-Route Operations oversees the daily operations of fixed-route transit service, encompassing administrative and operational activities, with an emphasis on effective on-street delivery, including safety, customer experience, and schedule adherence.

Essential Job Functions:

  • Oversees the supervision of personnel, which includes work allocation, training, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  • Assures the effectiveness of the performance of assigned personnel, including the equitable/consistent treatment of all bus operators/staff. The impartial and consistent administration of discipline, and the encouragement of bus operators/staff to perform at the highest level of professional conduct.
  • Hears and resolves grievances, and assists in preparation of cases for arbitration with legal counsel.
  • Develops programs for fixed-route to improve performance.
  • Develops goals and objectives for fixed-route services.
  • Provides assistance in the development of “Operational Notices.”
  • Assists with operational planning and implementation of the CAT system, including scheduling, routing, customer experience, and schedule adherence.
  • Assists in regularly monitoring expenditures.
  • Works directly and collaborates with Operations Support, Maintenance, and the Call Center to ensure safe, reliable service and to address mechanical, safety, and operational policy deviations.
  • Assures that safety is paramount, and works closely with Operational Support and the Safety Department to improve and make changes as needed.
  • Coordinates strategic and operational planning within the transportation department, contributing to the establishment and maintenance of a seamless CAT system.
  • Develops and implements systems and processes to establish and maintain records for the operating unit.
  • Prepares periodic scheduled and ad hoc transportation system reports; gathers data regarding system usage for planning purposes.
  • Coordinates dispatching activities, operations communication, and assignment of operators to obtain optimum use of facilities, equipment, and human resources.
  • Process passenger complaints and initiate corrective actions designed to improve customer relations and services.
  • Monitor and ensure optimal use of operating reports and systems.
  • Monitor system for compliance with State and Federal regulations, Company policy, and the Collective Bargaining Agreement/MOU.
  • Oversees and ensures the effective utilization of all Chatham Area Transit (CAT) transportation technology systems by employees. Monitors compliance with Intelligent Transportation Systems (ITS) and related technology platforms, including attendance, performance, operational, and disciplinary tracking systems.
  • Oversees and ensures that operational payroll information is submitted in a timely manner on a bi-weekly basis to the Finance Department with minimal discrepancies and errors. This includes coordinating with Operational Support to track and reconcile payroll daily.
  • Prepares, issues, and oversees all disciplinary actions within the Transportation Department.
  • Develops and reinforces through a positive approach, improvements to attendance, safety, technology use, and morale with employees.
  • Performs with excellence other duties as assigned.

Supervisory & Operational Authority:
  • This position will have direct report(s) as assigned by the COO.

Compliance:
  • Responsible for completing all mandatory training classes.
  • Responsible for reviewing and complying with all CAT policies, procedures, and directives.
  • Responsible for ensuring all direct reports have taken all mandatory training.

Position Profile:

Education & Experience:
A Bachelor’s Degree in Business, Transportation Management, or a related field is preferred. In lieu of a degree, ten plus (10+) years of management/supervisor experience required. Additionally, two to three (2-3) years of management/supervisory experience in public transportation is required. A master’s Degree plus experience is desirable. Proven success in organizational transformation resulting in improved efficiency, effectiveness, and enhanced brand value is a plus.

Knowledge, Skills & Abilities:

Language Skills:

  • Ability to read and comprehend instructions, short correspondence, and memos.
  • Ability to write simple correspondence.
  • Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
  • English required, bilingual a plus.

Reasoning Ability:
  • Able to apply common sense understanding to carry out detailed written or oral instructions.
  • Ability to deal with problems involving several variables in standardized situations.

Computer Skills:
  • Experience with word processing, spreadsheets, Internet software, email, and/or database software preferred.
  • Basic computer skills required.

Certificates, Licenses, Registrations:
  • Must be able to obtain a Class B or higher Commercial Driver’s License with Passenger endorsement.
  • Must be able to obtain and maintain a DOT physical examination.
