POSITION SUMMARY:
Directs the day-to-day functions of the Engineering and Design area including special project assignments. Performs highly responsible professional and supervisory work managing Design Consultants, Construction Contractors, Capital Planning Process, Bus Stop Compliance Program complying with ADA and Department of Justice regulations, and Design Reviews for Municipality Projects. Responsible for the development and execution of strategic plans to achieve COTA's goals as they relate to capital project initiatives.

Performs other duties in alignment with the COTA Strategic Plan and in support of the organization's vision to Move Every Life Forward.

ESSENTIAL JOB FUNCTIONS:

  • Oversee the administration and execution of Capital and Special Projects for the engineering and design of New Starts and Small Starts Projects, such as Bus Rapid Transit, Streetcar, or Light Rail projects from preliminary engineering through construction. Oversees Consultants and Contractors performing work in association with these projects and works closely with stakeholders, including senior officials of partner agencies, from concept phase through final completion. Scope includes developing the technical portion of the Request for Qualifications or Proposals and participation in the selection process and/or developing Request for Bids and reviewing bid proposals and prices for fair and reasonable costs;
  • Responsible for adhering to all federal requirements through the engineering and design and project development phases of federally funded projects or projects that may be eligible for federal funding in the future, including NEPA and URA compliance.
  • Responsible for analyzing current engineering methods used within the company and develop steps and processes for improvement; apply extensive and comprehensive knowledge of engineering principles and standards to ensure plans' conformance with COTA design standards;
  • Lead coordination efforts internally and externally with various municipalities as well as private entities to track and maintain a log of projects/plan reviews received by COTA; responsible for leading, reviewing and commenting on project designs (roadway modifications and improvements as well as site development plans) submitted by various municipalities, developers, and private entities within the COTA taxing district for compliance with the Design Guideline Manual for Bus Stops and Bus Shelters.
  • Develops and maintains engineering and design standards for the organization including CAD standards, standard drawings, standard specifications, and lists or relevant codes, references, and standards relevant to Authority design work; plans and designs transportation systems and structures, following construction and government standards, using computer aided design software, and drawing tools;
  • Ensures projects are tracked by completing monthly reports, tracking budgets, developing project schedules, change order management, invoice approval and tracking, stakeholder coordination and presentations at public forums;
  • Provides technical advice regarding design, construction, or program modifications to industrial and managerial personnel.

MINIMUM EDUCATION & EXPERIENCE REQUIRED:
  • Requires a Bachelor's degree in civil engineering or related field. Possession of a valid State of Ohio certificate as a registered Professional Engineer and five (5) years of managerial experience in transit planning, transit design or transportation project management or a closely related field that included planning, project design or construction, operations, or professional engineering work. An equivalent combination of education and relevant applicable experience will also be considered.
  • Professional Engineers License required; LEED Certification or PMP preferred.
