SUMMARY
The Director, Community Engagement & Events - Planned Projects oversees the implementation of community engagement and events, grass roots efforts and strategic initiatives for planned projects and policy initiatives throughout the agency, in compliance with the FTA-mandated and the Board-approved Public Participation Plan. Accountable for ensuring high customer awareness and understanding of project impact is achieved. The incumbent supervises a team of community engagement managers and support staff that manage the growing number of planned projects throughout the agency, customer messaging and feedback, includes executive policy proposals, construction/maintenance projects, and joint development/adjacent construction. This function also oversees the management and/or review of numerous contracts.

JOB DUTIES

  • Leads and develops a team of community engagement managers and support staff. Trains, evaluates, and reports on performance providing support for projects, budget, and policy teams throughout the agency. Responsible for ensuring engagement and outreach plans are being executed for projects including, but not limited to, Board policy decisions and major capital projects impacting riders and jurisdictions in compliance with the FTA- required and Board-approved Public Participation Plan (PPP).
  • Oversees, reviews and approves the development and management of contracts, task orders, budget development, around planned project community engagement and outreach, throughout the agency. Includes quality control reviews and evaluations to address and confirm adequate support and budget is assigned to community engagement and messaging, per PPP and WMATA requirements.
  • Works collaboratively with internal project office managers, jurisdictions and stakeholders on project messaging, engagement, and outreach, collaborating with other partner offices to confirm PPP and WMATA requirements are being met.
  • Manages the creation and submission of reports detailing engagement and outreach efforts, as well as public input and survey results, for major policy issues under consideration by executive leadership and members of the Board of Directors, and in compliance with FTA mandates
  • Maintains Public Participation Plan compliance, by ensuring accurate reporting of WMATA's engagement, messaging, and outreach efforts for each project, verifying that all requirements within the plan have been executed, and overseeing a triennial plan update required by the FTA

  • Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.

MINIMUM QUALIFICATIONS

Education
Bachelor's degree in communications, Public Affairs/Public Relations, Business, Planning or a related field

Experience
Minimum ten (10) years' experience in project management, engagement, community relations & outreach include a minimum of five (5) years' experience supervising a team

Preferred Qualifications
Project Management Professional (PMP) Certification, preferable experience in a large service organization setting
