Low Floor Vehicle Platform Conversion Phase 1- Re-Bid


NOTICE IS HEREBY GIVEN that Sacramento Regional Transit District (SacRT) is soliciting bids for a Contractor to furnish all labor, materials, tools, equipment, material transportation, and perform all operations associated with basic site materials and methods as indicated on the Plans and specified in the Contract Documents.

Base Bid: The work associated with the base bid includes, but is not limited to, the following:

a) Construct PCC platforms in boarding area and PCC entrance/exit ramps, where shown on the Plans, at 14 existing light rail station platforms along SacRT’s Gold Line.
b) Provide and install handrails along the back side of the platforms and ramps.
c) Clean surfaces thoroughly prior to and after installation.
d) Modify, adjust, or relocate existing facilities, station furniture, signage and equipment impacted by the proposed improvements.
e) Site clean-up and finish work.

Additive Alternate: There 5 additive alternates consisting of 3 stations each. The scope of work at the additive alternate stations is the same as the base bid.

It is the policy of the U.S. Department of Transportation that Disadvantaged Business Enterprises (DBEs), as defined in 49 CFR Part 26, are encouraged to participate in the performance of contracts financed in whole or in part with federal funds. As a condition of federal grant assistance, SacRT has adopted a DBE program for SacRT's federally-funded contracts.

To further SacRT’s DBE Policy, SacRT has established a goal of 3% participation by DBEs for this Contract. A Bidder that fails to achieve the DBE goal and that fails to demonstrate sufficient good-faith efforts to meet such goal will be deemed “non-responsive” and therefore ineligible for award of the Contract. Bidder must complete and submit the following forms for all solicitations with an established goal:

  • DBE Commitments Form (DBE Form 1a) (49 CFR Section 26.55)

  • Confirmation by DBE (DBE Form 2) or copy of DBE’s quote or Form

  • DBE Commercially Useful Function Certification Form (DBE Form 3)

SacRT reserves the right, as its interests may require, to reject all bids, to waive any informality or minor irregularities in bids, and to accept or reject any items of the bid.

This is a public works project for which state and federal general prevailing wages apply. Copies of applicable general prevailing wage rates is included in the bid document. Payment and Performance bonds will be required in the amounts set forth in the specifications.

Contractor license classification at the time of bid must be Class A or Class B.

SacRT hereby notifies all bidders it will affirmatively ensure that, in regard to any contract entered into pursuant to this solicitation, all bidders will be afforded full opportunity to submit a bid in response to this invitation and will not be discriminated against based on race, color, creed, sex, disability, age, or national origin in consideration for an award.

Bids must be submitted through SacRT’s PlanetBids Vendor Portal by FRIDAY, JULY 8, 2022, at 2:00 p.m. Pacific Local Time. Bids will be publicly available to view on the same date and time.
