REQUEST FOR PROPOSALS
RFP NUMBER: PW 2020 -01R
The Nassau County Department of Public Works has issued a Request for Proposals (RFP) for professional services in connection with the following:
Management, Operation and Maintenance of Nassau County’s Fixed Route and Paratransit Services
Nassau County, under the auspices of its Department of Public Works (NCDPW), desires to procure contracting services to manage, operate, and maintain Nassau County’s transit system, the Nassau Inter-County Express. The selected contractor will provide the fixed route and paratransit services to meet the transportation needs and challenges of residents, workers and all riders. The scope of work includes providing fixed route service seven days a week on a network of 38 fixed routes, and demand response/paratransit service 24 hours a day, seven days a week; management, operation and maintenance of operating facilities including a Compressed Natural Gas facility, and one transit center; execution of all Federal Transit Administration requirement areas, and compliance with New York State Department of Transportation safety regulations.
Proposal submissions regarding this project are due on or before 4:00 p.m. on June 15, 2022 at the location specified within the RFP. No late proposals will be accepted.
A Pre-proposal Conference will take place at 10:00 am on Wednesday, January 26, 2022. Potential proposers should meet at 700 Commercial Avenue, Garden City, New York. Notify Sharon Persaud at [email protected] if you intend to attend the conference.

Vendors doing business with Nassau County, including those responding to this solicitation, must register with the County. The Nassau County Bid Solicitation Boards are open to all registered vendors. Vendors that have not registered are able to view open solicitation opportunities, but they are not able to download solicitation documents or submit bids or proposals.

Proposals should only be submitted after careful examination of the complete RFP and its requirements. The selected firm will be required to provide proof of general and professional liability insurance in the minimum amounts of $2,000,000 and $1,000,000 per occurrence, respectively (refer to RFP for specific insurance requirements).
The successful Proposer shall be required to comply with the requirements of Local Law No. 14-2002, “Participation by Minority Group Members and Women in Nassau County Contracts,” and 2-2016, “Participation of Service-Disabled Veterans in County Contracts.” All Proposers should review the provisions of Appendix EE (included as an attachment to the RFP) which outlines the requirements of Local Law No. 14-2002. Technical proposals shall include information regarding the Proposers plan to comply with Local Law No. 14-2002.
All Proposers are requested to submit their proposed M/WBE Utilization Plan by completing the attached M/WBE Utilization Plan as part of their proposal.
