CONSTRUCTION MANAGEMENT AT RISK (CMAR) SERVICES
FOR THE CANAL STREET FERRY TERMINAL PROJECT

REQUEST FOR QUALIFICATIONS (RFQ) #2019-006


PROJECT DESCRIPTION: The New Orleans Regional Transit Authority (RTA) is seeking submittals from qualified Contractors to provide Construction Management at Risk (CMAR) services for the Canal Street Ferry Terminal Project (or CSFT Project). OBTAINING A COPY OF THE RFQ: Specifications and further information concerning the RFQ may be obtained through the RTA ProcureWare System, https://norta.procureware.com/home or the RTA website, www.norta.com.

RESPONDING TO RFQ: Submittals shall be delivered to the RTA office at 2817 Canal Street, New Orleans, LA 70119, Attention: Director of Procurement.

PRE-SUBMITTAL MEETING: A Pre-Submittal Meeting will be held on Tuesday, January 22, 2019 at 11am in the Board Room at the RTA’s office located at 2817 Canal Street.

SUBMITTAL DEADLINE:Thursday, February 7, 2019 at 2:00pm.

DISADVANTAGED BUSINESS ENTERPRISE (DBE) REQUIREMENTS: RTA, in accordance with 49 Code of Federal Regulations (CFR) Part 26, has an obligation to ensure nondiscrimination of Disadvantaged Business Enterprises (DBEs) and to comply with all federal, state and local regulations relative to utilization of DBEs on publicly funded projects. The RTA is committed to utilization of DBEs on all federally funded projects toward attainment of the agency's established overall goal of 31%. The RTA has established a DBE Participation Goal of 20.41% for the Preconstruction Phase of this solicitation.

Notice to all submitters is hereby provided that in accordance with all applicable federal, state and local laws the RTA will ensure that DBEs are afforded full opportunity to submit qualifications in response to this RFQ and to participate in any contract consummated pursuant to this advertisement. Additionally, no bidder will be discriminated against on the basis of age, sex, race, color, religion, national origin, ethnicity or disability. As such, award of the contract will be conditioned on meeting the requirements of the federal, state and local laws for Equal Opportunity including compliance with the policies of the DBE Program.

USE OF CONSTRUCTION MANAGEMENT AT RISK (CMAR): The Regional Transit Authority intends to select a Construction Management at Risk Contractor for the Canal Street Ferry Terminal Project in accordance with Louisiana state law procedures outlined in La. R.S. § 38:2225.2.4 while maintaining compliance with Federal regulations and following FTA’s Best Practices for Procurement. The CMAR delivery method is for use by a public entity to award a contract to construct public works when deemed in the public interest, beneficial to the owner, and in accordance with the procedures outlined in La. R.S. § 38:2225.2.4. The following are reasons to use the CMAR delivery method: collaboration and cost control; concurrent execution of design and construction; a complex project with a tight time frame; owner, designer, and Contractor with mutual project goals; risk identification controlled by owner; and minimization of the risk of construction and design disputes by using a collaborative process.

The RTA reserves the right, at its business discretion, to accept or reject any and all proposals submitted.
