SUMMARY
The Strategic Financial Planning Advisor initiate, evaluate, and implement financial improvements and changes in business and/or operational processes within Rail, Bus, and MetroAccess operations, as well as in the support organizations, that improve operational efficiencies and/or safety, increase revenue and/or reduce costs, and limit or reduce WMATA's dependency on jurisdictional operating subsidies. The incumbent is responsible for leading and developing financial strategies to enable WMATA to deliver on financial policies and business practices consistent with the goals and objectives identified by the General Manager/Chief Executive Officer (GM/CEO).

ESSENTIAL FUNCTIONS
  • Conducts transportation operations analyses designed to identify and recommend business performance improvements at WMATA that drive policy and/or practice recommendations to yield near-term operational and/or fiscal improvements in Metrorail, Metrobus, MetroAccess and business support services to meet the WMATAs objectives of service reliability, safety, and fiscal accountability, including, initiatives consistent with the goals and objectives of the GM. Must have knowledge of transit , experience with benchmarking industry best practices, and use professional business judgment to identify, formulate, evaluate, recommend, and implement improvement initiatives, including financial practices.
  • Conducts benefit-cost analysis (BCA) for grant proposals (if applicable) and for other projects. Include in standard operating procedures (SOP) of financial policies and practices for both operating and capital programs and projects.
  • Develops short and long term financial forecasts or outlooks that include what if analyses and scenarios to model future WMATA finances (revenues, subsidy, funding, and debt) to identify cost drivers, revenue and funding sources, and financing opportunities, including areas for operational improvements.
  • Supports meeting WMATA's strategic transformation plan objectives by proposing changes to product offerings, activities, financing sources, and business processes consistent with current and future demand for public transit services in the region.
  • Participates in the development and preparation of major inputs to the annual and multi-year Operating and Capital budgets including establishing operating and capital funding targets, identifying inefficiencies and cost-saving opportunities, and initiating business process strategies that support the service level, safety, and financial objectives established by the GM and Board of Directors. This function includes quantifying the budget impacts of implemented or on-going operating and capital initiatives to ensure the impacts are included in out-year operating and capital budgets.
  • Prepares and presents oral/written reports/recommendations within areas of assigned responsibility. Uses MS Excel, Word, Powerpoint, and other software as applicable to present recommendations in appropriate executive level communications.

MINIMUM QUALIFICATIONS

Education
Bachelor's degree in Business Administration, Economics, Finance, or a related field.

Experience
Minimum of seven (7) years experience with budget/finance in a transit organization, a consulting company that advises transit organizations, private financial firm, or a Federal, state or local municipal organization.

Preferred
Master's degree in Business Administration (MBA) or related Masters degree.
