SUMMARY The Management Analyst is responsible for supporting daily operation of the various administrative functions (including personnel, procurement, budget, executive correspondence, complaints coordination/investigations, and special projects) within the Office to which it reports. The Management Analyst supports a broad range of internal control processes to maintain compliance with established policies, procedures, and contractual agreements through the use of tracking mechanisms and ongoing collaboration with team members.
ESSENTIAL FUNCTIONS - Assists in the development and execution of administrative procedures. Participates in hearings, meeting, and conferences as a representative of the Office and conducts follow-up with reports and/or recommendations, as appropriate. Serves as the Office’s liaison on matters relating to passenger service operations.
- Coordinates with various internal offices and other WMATA staff to ensure material procurements are executed in a timely fashion and are consistent with Authority policies and procedures
- Prepares weekly controllable absenteeism reports and long-range budget and manpower requirement forecasts, including overtime forecasts. Reconciles position control numbers (PCNs) with Office of Management and Budget Services (OMBS).
- Analyzes and prepares reports containing confidential information such as employee performance evaluations, personnel actions, and organizational changes.
- Gathers, reviews, and analyze data related to EEO/EEOC and ADA complaints. Assists field personnel in administering Family Medical Leave Act (FMLA) actions in coordination with the Office of Fair Practices.
- Monitors, reviews, coordinates, and investigates passenger complaints and commendations; initiates and recommends resolutions as necessary.
- Conducts research on and prepares responses to internal/external customer complaints and related concerns.
- Develops appropriate control systems and procedures to monitor expenses and to ensure that they do not exceed budgeted authorizations. Prepares recommendations to implement controls. Assists in the development of systems and procedures to improve financial and administrative management practices.
- Analyzes current procedures, including those pertaining to incident reporting and recordkeeping for uniformity. Analyzes alternative strategies and procedures and recommends those which would more effectively and efficiently utilize office resources to maintain operational consistency.
- Prepares periodic, operating performance reports of daily operating data to include statistical summaries, graphic presentations, and narrative interpretations. Identifies trends and recommends possible methods for improving the delivery of service, working with other staff as appropriate. Provide management with statistics that are used to determine the level of service being provided, and to determine where updates are required.
- May oversee the Non-Revenue Fleet of vehicles and creates and maintains usage reports, informational dashboards and communications with internal clients.
- Develops administrative controls for the procurement of services, materials, and supplies. Assists in developing procedures for managing inventory levels and expedites procurement actions.
- Queries the human resources information system to monitor and recommend actions to improve absenteeism of the department’s workforce. Monitors and facilitate the consistent and appropriate application of discipline throughout department.
- May support work selection processes for represented employees including verification that data is correctly entered in the human capital information system, to support compliance with applicable labor agreements for work selection and accuracy of personnel data.

MINIMUM QUALIFICATIONS Education Bachelor’s degree in Business Administration, Public Administration, Transportation, or a related field
In lieu of a Bachelor’s degree, a High School diploma or GED and four (4) years’ experience in research analysis, execution of a full range of administrative activities, including materials handling, preparation of executive correspondence, budget analysis, and/or organizational standards development
Experience A minimum of eight (8) years’ experience in research, analysis, and execution of administrative activities including personnel administration, administrative supplies/materials, preparation of executive correspondence, budget analysis, and organizational standard operating procedures development.
Preferred Experience working in a transit environment
