The City of Detroit is seeking a visionary, strategic, collaborative, and empathetic leader to serve as Deputy Director for Operations and Maintenance at the Detroit Department of Transportation (DDOT). This is a unique opportunity for a strategic leader and strong manager to shape critical public transit services across the City.

DDOT is the largest public transit provider in the State of Michigan, serving an average of 85,000 riders each day across 37 routes. The Deputy Director for Operations and Maintenance will be responsible for leading 930 employees who provide fixed-route bus service and maintenance for DDOT’s fleet of 292 buses. The Division of Operations and Maintenance has a budget of nearly $100 million.

This year is an especially exciting time to join DDOT. Improving public transit services has been a major priority for the City, and DDOT is in the midst of a significant effort to grow the level of service offered to residents.

In that context, the Department is seeking a dynamic Deputy Director who can provide leadership from strategic planning through execution and ongoing performance management. Applicants should have exceptional ability to identify strategic priorities, drive progress on them, troubleshoot and work through barriers, and follow through on execution. Applicants should be fluent in the use of data to manage operations and drive continual improvement.

Finally, and most importantly, the successful candidate will be an engaging and empathetic leader who can build a team culture of excellence, proactivity, and positivity. The Deputy Director will work extensively with staff on-site at DDOT’s two operations terminals and four maintenance garages and should be ready and willing to roll up his or her sleeves to help staff make progress on issues big and small.

Examples of Duties

  • Sets policy and operational direction to achieve the goals set forth by the department.

  • Establishes and implements policies, procedures, and standards for the efficient, safe, and effective operation of the municipal public transportation system.

  • Ensures operational metrics, goals and key performance indicators are measured accurately and met on a consistent basis.

  • Recommends and implements improvements to transportation programs which meet the needs of the ridership, while maintaining customer focused environment.

  • Creates and implements strategic planning for the internal divisions and provides direction to division managers.

  • Cultivates a culture of excellence, proactivity, positivity, and professionalism across all DDOT staff.

  • Ensures the effective acquisition, scheduling, dispatching and maintenance of transportation vehicles and equipment.

  • With support from other Divisions of DDOT, effectively manages contracts, procurement, and budgeting needed to support Operations and Maintenance

  • Manages public transportation operations and activities, including facility and fleet maintenance in compliance with Federal Transit Administration (FTA) requirements and other federal, state, and local regulatory requirements.

  • Represents the department at City Council, at public events, with external partners and stakeholders, and with other official contacts.

  • Assists in the preparation and management of the Department's budget.

  • Interfaces with the Mayor’s Office and other City agencies to ensure that programs and activities are consistently aligned with other City-related priorities and to ensure efficient and seamless provision of overlapping City services.

Minimum Qualifications
Bachelor's degree in Business, Public Administration, or a closely related field.

Seven or more years' experience at the executive level management for a transportation department including extensive knowledge of transit operations, facility and fleet maintenance.

Thorough understanding of laws and regulations related to the transportation industry. Demonstrated ability to work well with internal shareholders including other departments and collective bargaining units.

Equivalent combinations of education and experience may be substituted to meet the education requirements of this position.
