A position within the Operations Department which directly supports, coordinates, and administers various activities for the department including, Dispatch and Radio Control for fixed-route and paratransit services, fixed-route and paratransit Supervisors, Operations Management, and the Chief Operations Officer.

The incumbent is responsible for and supervises all activities related to the functions specific to management of the Operations Department. Responsible for employee and labor relations. Responsible for performance management, staff development, resource allocation and budget, and department productivity. Monitors all applicable sub-departments associated with said department and any as-needed operational requirements.

The following summarizes the essential or key responsibilities/attributes of the position the incumbent will be required to perform with or without reasonable accommodation:
  • Directs units of the Operations Divisions, including but not limited to Fixed Route and Paratransit Operators, Supervisors and Dispatchers, Operations Managers, and other positions within Operations, as assigned.

  • Oversees supervision and leadership to Operations staff, including oversight of hiring and training, and professional development. Oversees the planning, organizing, and managing of assigned responsibilities for each sub-department. Effectively leads Operations staff in support of C-TRAN’s Strategic Priorities, and department goals. Leads employee recognition programs.

  • Directs Operation Managers and Supervisors in the supervision of Operators and in communication of policies and procedures. Monitors overall performance, ensuring staff complies with union contracts and safety protocols.

  • Models and holds staff accountable through open communication, employee participation, and performance management. Ensures the efficiency and compliance for all deliverables and key performance indicators set for staff. Ensures appropriate delegation of responsibilities.

  • Oversees the day-to-day operation services, ensuring transportation is safe, efficient, and cost effective. Responsible for setting performance and productivity goals, monitoring and adjusting as needed, including effective workforce planning for Operations staff.

  • Builds mitigation strategies for service disruptions such as adverse weather, or special events. Coordinates operations with the City of Vancouver, Clark County, TriMet, and other public and private agencies to deliver service. Responds and acts as Incident Commander for planned or unplanned events, adverse weather, and emergencies. May assume an on-call position as needed.

  • Develops and implements annual goals and budgets to support C-TRAN’s Strategic Priorities. Establishes clear goals and strategic plans. Monitors budget and performance measures.

  • Develops a strong relationship with the labor union. Participates in labor relations, including but not limited to drafting memorandums of agreement and side letters, administering discipline, facilitating the grievance process, representing C-TRAN during arbitration and negotiations.

  • Prepares policies and procedures for the Operations department, including regular updates and coordination with the Union.

  • Communicates and coordinates with other department managers, customers, and department heads for congruence and systematic rollout of initiatives.

  • Ensures strong internal customer service between Operations and other departments.

  • Monitors, and investigates and addresses any issues with vehicle maintenance, fare compliance and road safety observations.

  • Monitors and provides general guidance for electronic systems used throughout the Operations Department.

  • Communicates federal law compliance for transportation safety. Ensures regulatory compliance with federal, state and local regulations and laws. Stays current on proposed and new regulations.

  • Ensures timely communication of customer service issues with necessary departments throughout the organization. Conducts investigations and provides the resolution for complaints registered by customers and staff.

  • Assists the Chief Operations Officer as needed.

  • Ensures compliance with mandated transportation regulations.

  • Performs other duties as assigned.

  • Directly supervises one or more employees.

  • Prepares budget and reviews trends.

  • Applies supervisory responsibilities according to organizational policies and applicable laws.

  • Interviews, hires, and trains employees; plans, schedules, timesheets, bids/vacations, assigns, and directs work; sets goals for the staff; evaluates and manages employee performance; addresses complaints and resolves employee issues.


Knowledge of:
  • Transit programs and operations, transportation economics, and finances.

  • Bachelor’s Degree in Public or Business Administration, or related field required.

  • Requires at least five (5) years’ progressively responsible experience or experience sufficient to demonstrate complete competency and knowledge of the principles and practices of transportation or transit related experience.

  • Requires at least three (3) years in a supervisory/managerial capacity in a unionized environment.

  • Any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities

  • Public sector management experience preferred.

  • Regular, dependable attendance is required.

  • A valid driver’s license from state of residence and a good driving record. The ability to obtain or currently possess at Commercial Driver’s License (CDL) preferred.

  • Must be able to comply with C-TRAN’s nonsmoking policy and function in a nonsmoking work environment.

  • Must maintain a physical condition, which, either with or without accommodation, allows completion of all essential duties.

  • Must promote and model safety within the department and agency wide through reporting and addressing safety issues, supporting safety campaigns, maintaining a safe work area, assist in safety training documentation, and certification record keeping.
