Job Summary:
The Division Superintendent, Track and Structures, is responsible for coordinating, scheduling, overseeing and supervising track, way, and/or inspection activities which, depending on the assignment, which may include tracks, yards, tunnels, structures, systems, related properties, and special projects.

Essential Functions:
  • Oversees and supervises subordinate staff to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, conducting performance evaluations, approving/disapproving leave requests and timesheets, and ensuring appropriate training is provided and that subordinates follow established safety guidelines. Ensures the quality of the overall performance of personnel, inspection and maintenance activities for the designated geographic area to effectively and efficiently manage division functions; ensures fair and equitable treatment of all subordinate staff; and ensures the safety of all employees.
  • Maintains knowledge of recent developments in the assigned area; e.g., transit track and way, structures and inspection operations and/or systems maintenance activities. Evaluates, recommends and assists in implementation of recent developments which are beneficial to the achievement of the organization’s goals and objectives to enhance delivery of efficient on-time rapid rail services.
  • Plans, develops, manages and implements policies and procedures within the General Superintendent’s operation. Establishes, analyzes, and evaluates division programs, goals, and objectives as they pertain to track, way, and/or systems maintenance functions. Establishes maintenance priority lists to facilitate responsible decisions by Assistant Supervisors and Maintenance Managers.
  • Implements procedures for undertaking corrective measures in emergency situations without interruption to normal train operations service when feasible. Retains charts and lists depicting the availability of personnel, material and equipment to enhance rapid rail customer satisfaction.
  • Provides overview, management, coordination and direction of all track inspection and maintenance activities for the designated geographic area of responsibility. Participates in evaluation of track and structures work to be accepted for subsequent phase operations, and of new equipment to be acquired for the track maintenance activities. Conducts periodic quality ride and/or walking inspections within the designated area of responsibility.
  • Attends meetings, hearings and high-level planning sessions, inside and outside the Authority pertinent to the execution of the functional responsibilities of Track and Structures.
  • Conducts periodic staff meetings with regional staff. Manages, supervises, develops and coordinates an effective track, way and/or systems maintenance inspection function for the Authority’s track-related properties to ensure regional divisional operations are carried out efficiently and effectively.
  • Prepares technical specifications and details for track, way, and/or systems projects. Evaluates and recommends acceptance of offers from vendors and contractors in accordance with the Authority’s procurement manual. Monitors contracts and serves as Contracting Officer’s Technical Representative (COTR) on contracts pertaining to track, way, and/or structures projects.
  • Assists in the preparation of budgetary forecasts and business plans.
  • Ensures that proper and timely notification is provided to central control operations when undertaking work assignments.

Minimum Qualifications:

Education
Bachelor’s degree in Electrical, Mechanical, or Civil Engineering or related field.

In lieu of a bachelor’s degree, a high school diploma or GED and four (4) years of experience in a rapid rail transit track and structural maintenance and inspection organization with knowledge of the application of state-of-the-art track and structural and systems maintenance equipment, including computerized bridge jacking systems, snooper cranes, sophisticated scaffold systems and ground penetrating radar.

Experience
A minimum of eight (8) years of experience in a rapid rail transit track, structural or systems maintenance and inspection organization with knowledge of the application of state-of-the-art track and structural maintenance equipment, including computerized bridge jacking systems, snooper cranes, sophisticated scaffold systems and ground penetrating radar. Experience must include four (4) years of supervisory and/or managerial experience.

Certification/Licensure
Possession of a valid motor vehicle operator’s license issued from the jurisdiction of residence.
