Position Overview:
The Director of Safety and Training is responsible for overseeing all safety and training related functions. This role is responsible for maintaining and ensuring the Company and its programs follow all regulatory mandates, applying knowledge as a safety professional in the transportation including but not limited to Occupational Safety and Health Administration (OSHA), Article 19-A, Bus Driver Certification, System Safety Plans, and Risk Management.

General Duties/Responsibilities:
  • Responsible for developing and promoting an accident-free safe culture for the Company.
  • Responsible for overseeing staff by providing leadership, counseling, and mentoring personnel, ensuring staff is adequately trained, and understands how to execute safety standards.
  • Responsible for overseeing and updating Company documentation, classroom curriculum, and behind the wheel training in accordance with OSHA, DPW, TSA, DOT, and EPA requirements.
  • Provides supervision, leadership, counseling and mentoring to all safety and training personnel.
  • Conducts inspections and enforces healthy and safe protocols.
  • Develops, schedules and coordinates ride evaluations and re-training activities.
  • Leads, schedules, and coordinates accident review committee meetings weekly.
  • Leads investigations on accidents, responding to and collecting information regarding all accidents.
  • Monitors and considers new or innovative training methods, programs and recommends implementing changes across the Company.
  • Provides reports, statistics and analysis as required.
  • Participate in the selection, hiring and development of staff and bus operators.
  • Serves as a “Duty Officer, “on call 24/7 for a week through out a rotation process.
  • Liaison with third party claims administrator and legal representatives reviewing and processing accident reports.
  • Ensures the Company follows all Department of Motor Vehicles (DMV) regulations including FTA, NYS Article 19A, Bus Driver Certification, OSHA, ADA, the CBA, etc.
  • Oversees the receipt and review of all driver accident and incident reports making initial coding determination in preparation for committee review.
  • Proactively identifies, reports, and corrects unsafe conditions tailored to business needs.
  • Manages training schedules, record-keeping, new hires, regulatory, refresher and other technical safety and professional development training.
  • Manages the overall training program coordinating with departments, ensuring record keeping and other administrative responsibilities are met.
  • Performs peer reviews addressing risk management principles.
  • Responsible for promoting safety awareness and follow safety procedures to reduce or eliminate accidents.
  • Responsible for developing, building, and conducting safety training as required by law and based on need and or current safety protocols.
  • Provides recommendations and input for revising safety procedures, work processes, and other improvement measures.
  • Identify and correct potential hazards by inspecting facilities, machinery, and safety equipment.

Reporting Responsibilities:
This position reports to the Vice President of Operations.

Position Qualifications:
  • Required a Bachelor’s Degree or an Associates with a minimum of 15 years of relevant experience.
  • Certified safety professionals preferred.
  • A minimum of 10 years experience in the transportation industry.
  • Must have a minimum of 10 years of Management experience.
  • A minimum of 5 years of Bus Operating experience preferred.
  • Must have a minimum of 5 years of experience as a Safety and Training Trainer or Specialist.
  • Must have an excellent driving record; valid commercial driver’s license preferred.
  • A Certified New York State 19-A examiner a plus.
  • Certified in radio-logical training a plus.
  • Must have strong leadership skills with the ability to motivate and foster teamwork.
  • Must have strong planning, analytical and communication skills verbally, written and in presentation.
  • Certified as a National Safety Council trainer a plus.
  • B.A.I.T.F.I.S.H. Certification a plus.
  • Ability to maintain positive relations with employees and understand the collective bargaining agreement and all legal regulations.
  • Experienced in Accident Investigation.
  • Certified as Drug and Alcohol Technician a plus.
  • Strong knowledge of computer software.
  • Strong organizational and record-keeping skills.
  • Ability to prioritize.

Physical and Sensory Requirements:
  • Ability to understand transit system operations.
