VIA provides San Antonio and surrounding communities with bus and paratransit services. Among other duties as specified in VIA’s job description, the Manager will direct VIA’s facility maintenance operation with a staff of foremen, skilled repairpersons, and unskilled workers in a Union environment. The facility maintenance operation includes the scheduled and unscheduled mechanical maintenance and cleaning of all VIA operated facilities and bus patron amenities. He/she will ensure that all VIA facilities are operational, comfortable, safe (accident hazards), appealing, and clean for patrons and employees; prepare and ensure adherence to the facility maintenance budget; conduct facility and equipment repair/replace cost analyses; prepare cost/benefit analyses for planning and contract proposal evaluation; be responsible for the effective and efficient operation of a preventive maintenance program for all VIA operated facilities, passenger amenities, and industrial equipment; be responsible for the accurate and detailed recording and monitoring of all facility maintenance related activities and expenditures using available maintenance tracking software; be responsible for all facility maintenance related planning; coordinate work permits and schedules with outside governmental and public utility agencies; coordinate with architects and engineers during new facility and facility rehabilitation planning to ensure all operational requirements are addressed in the design process; prepare specifications for facility maintenance related service contracts; prepare procurement specifications for facility, industrial, and vehicle maintenance related equipment, materials, and supplies; negotiate matters affecting professional service contracts; ensure contractor and vendor adherence to contract terms, schedules, and quality expectations; provide engineering and technical support to subordinates and staff outside of the facility Maintenance Department; and coordinate efforts with VIA safety, security, and environmental personnel.

This position requires a Bachelor’s Degree in Mechanical Engineering or related field; at least 5 years of experience in facility maintenance, construction, and project management (or an equivalent combination thereof); thorough knowledge of the theory, methods, materials and supplies used in facility maintenance activities and construction science; and thorough knowledge of safety hazards and accident prevention methods common to facility maintenance programs in industrial, office, public facility, and outdoor (city street) environments. Registration as a professional engineer is desirable but not mandatory.
