DESCRIPTION:
Today, Detroit Department of Transportation is the largest public transit provider in Michigan that serves the City of Detroit, surrounding suburbs, and neighboring cities, including Highland Park and Hamtramck. It is responsible for operating transportation equipment, including scheduling of service, performing necessary maintenance and repairs to buses and service vehicles; and facility maintenance and bus shelters. DDOT has 43 fixed-route bus lines, provides more than 24 million rides annually and primary focus is to maximize on route optimization plan and build service options for transit customers.

EXAMPLES OF DUTIES:
Under the direction of the Director, the Service Development and Scheduling Manager will:
  • Manage DDOT's planning, implementation, and analysis of fixed route transit service delivery.

  • Develop operational service planning studies.

  • Analyze performance data and key performance indicators.

  • Coordinate programs related to bus stops and transit shelters; and ensure compliance with Federal and State rules and regulations regarding public transportation and ADA Standards for Transportation Facilities.

  • Lead planning and development department functions (service planning, scheduling, capital programs, short- and long-range planning) and coordinate with other department heads.

  • Promote efficiencies consistent with transit industry best practices.

  • Be an agent for change and process improvement.

  • Scheduling of transit services using innovative scheduling practices and HASTUS schedule software.

  • Develop and implement annual work program and performance standards.

  • Create a learning environment focused on employee development.

  • Foster open dialogue, build trust and collaboration among teams and workgroups.

  • Promote transparency and champion strong multi-directional communication.

  • Implement a strong succession-planning program.

  • Contribute to the Management Team in the areas of strategic planning, setting priories, budgeting, safety, service quality and labor relations.

MINIMUM QUALIFICATIONS:
A Bachelor's in Urban Planning, Transportation Planning/Engineering, or a related field plus five (5) years professional experience in transportation planning, urban planning, or transportation engineering experience, preferably in public transit organization. Master's Degree preferred.

SUPPLEMENTAL INFORMATION:
Preferred certifications include AICP, CTP, and PTP, and familiarity with transit or transportation system activities and functions is highly desirable.

Essential to successful performance in this position are excellent verbal communication, writing skills and independent professional judgment.
