Summary
The Birmingham Jefferson County Transit Authority d.b.a. MAX is seeking qualified candidates for the position of Senior Planner. Under the general supervision of the Director of Planning & Development, the Senior Planner is responsible for long- and short-range planning involving professional, innovative and technical planning work in the development of transit programs, plans, and service design concepts. The incumbent will develop, plan, and conduct public involvement activities. This position will represent the Planning and Development Department with internal as well as external entities and all work is performed in cooperation with Metropolitan Planning Organization (MPO), county, and local governments.

Essential Duties & Responsibilities
  1. Manages service performance monitoring as it relates to organization established service standards.

  2. Coordinates with the various personnel to develop options to address route improvements and concerns.

  3. Collects, analyzes, and interprets economic, financial, and social data to support transit planning, service analysis and marketing initiatives.

  4. Conducts service performance financial effectiveness analysis on system, route, day type, trip, segment, and stop levels to better understand strengths and weaknesses of current service network.

  5. Coordinates planning activities with various department personnel to ensure smooth flow of information, service compatibility, delivery, and teamwork.

  6. Utilizes ridership, performance, financial, demographic, land use, and survey data to develop service concepts and recommendations to executive management in correlation with the Metropolitan Planning Organization (MPO), county, and local governments.

  7. Maintains data sources along with timely and accurate monthly and annual reporting for National Transit Database (NTD) reporting.

  8. Assists with Transit Oriented Development (TOD) and Economic Development initiatives.

  9. Assists with the maintenance of fixed-route dispatching software(s).

  10. Assists with the planning and conducting of passenger surveys.

  11. Develops and implements long- and short-term program initiatives and plans.

  12. Performs other duties similar in nature and level as assigned.

Education / Experience
Bachelor’s degree in urban planning or related field. Five progressive years of experience in related field. Master’s degree in related field preferred. Local government experience highly preferred.
