Transdev is seeking to renew its partnership with the New Orleans Regional Transit Authority (RTA). The RTA is seeking an operations and maintenance contractor for a three-year contract (with the possibility of extensions for an additional six years). This key position will be included in our proposal to the RTA and will report directly to the Transdev General Manager.

The Operations and Safety Manager oversees operations across four transit modes: bus, streetcar, paratransit, and ferry operations. This includes the managing organization and staff for all RTA operations, the operations and control center, and paratransit reservations and dispatch. The position also has responsibility for safety and security across the four transit modes. This includes managing dedicated safety staff, responding to safety incidents, and developing and enforcing safety policies and procedures.

This is for proposed business. All offers are contingent upon Transdev's award of the contract.

Responsibilities
  • Oversees daily activities of all operations staff across four transit modes.

  • May coordinate with or directs scheduling and run-cutting staff for buses, streetcars, ferries, and paratransit.

  • Accountable for meeting performance targets, including for on-time performance, safe operations, missed trips, and others. Clearly communicates performance targets within the Operations Department and manages staff for continuous improvement.

  • Responsible for Transdev meeting operational and safety performance targets. For purposes of performance targets, reports to the Performance Department. Coordinates closely with the Performance Department to meet standards, and in developing action plans when standards are not met.

  • Works closely with the maintenance department to meet operational needs.

  • Coaches, and evaluates staff.

  • Assists in accident/incident investigation, including on-site support to safety personnel.

  • Coordinates with the Safety Department to meet safety goals.

  • Uses the Clever Devices CAD/AVL system to maximize performance and promptly inputting correct data according to contract standards.

  • Following reporting standards and processes, provides all operational data required for reporting in a timely manner.

  • Develops and updates standard operating procedures for all four modes, as well as other policies, procedures, and manuals required by Transdev’s contract, federal or state regulations, or Transdev policy.

  • Develops and manages the Operations Department budget.

  • Manages relationships with unions.

  • Ensures that staff is adequately trained and understands and executes on safety and security standards.

  • Develops and updates safety and security policies and procedures to comply with Transdev’s contract, Transdev policy, and governmental regulations such as the Safety Management System and Agency Safety Plan.

  • Monitors and enforces compliance with all company, client, and governmental regulations, policies, and procedures such as the Safety Management System and Agency Safety Plan.

  • Responsible for keeping safety risk management and reporting tools updated and correct at all times.

  • Leads or oversees accident/incident investigation.

  • Tracks and reports safety incidents internally, to Transdev’s client, and to relevant governmental authorities. This includes coordination with Transit Police and other government authorities.


Qualifications

Education, Licensing, and Certifications Required:
  • High school diploma or equivalent, such as GED, required.

  • Bachelor’s degree preferred, but candidates with sufficient experience and other training may be considered.


Experience, Skills, and Knowledge Required:
  • Minimum of 5 years’ experience in public transportation, including in operations and safety.

  • Experience in at least two (ideally three of the four) transit modes operated by the RTA.

  • Excellent written and oral communication skills.

  • Expertise in regulatory requirements for safety and security in rail, bus, paratransit, and ferry, including in FTA requirements under the Public Transportation Safety Program.

  • Familiarity with OSHA, EPA standards, NIMS and ADA requirements.

  • Working knowledge and proficiency with Microsoft Word, Excel and PowerPoint.

  • Travel requirement: <5% for occasional meetings.


Pre-Employment Requirements:
  • Must submit to drug testing and a criminal background check.


Physical Requirements:
  • Must be on-call 24/7 to respond to emergencies.

  • Must be able to work nighttime hours and weekends.

  • Work is split between indoor facilities and outdoors, including some walking and extended periods outside to oversee operations.

  • The employee is may need to spend long periods spent sitting, typing, or looking at a computer screen.
