Job Summary
The Assistant Superintendent, Elevator/Escalator Maintenance oversees the day to day operations of an Office of Elevator and Escalator Services (ELES) within a maintenance region or assigned Area of Responsibility (AOR). The incumbent ensures the office meets maintenance, compliance and availability goals set by the Authority. Additionally, the Assistant Superintendent ensures all assets remain code compliant while in operation by ensuring that all Preventive Maintenance is performed according to schedule and that all Limited Maintenance (LM) and Safety Work Order (SWO) are addressed within 30 days of initial notification.
ESSENTIAL FUNCTIONS
- Ensures assigned Region or AOR meets all Key Performance Indicators (KPI) including Preventive Maintenance (PM) compliance, Elevator and Escalator Availability, Mean Time Between Failures (MTBF), Mean Time to Repair (MTR), and all corrective maintenance standards.
- Develops work schedules and priorities for assigned area of responsibility to ensure proper human asset allocation.
- Works with labor and employee relations to resolve grievances, disputes, and disciplinary actions, to protect the Authority’s legal interest and continuity of operations.
- Monitors, reviews and approves time and attendance for subordinate staff, enforces established administrative policies to help optimize personnel resource utilization.
- Responds in a timely manner to elevator and escalator accidents, critical equipment outages, and electrical equipment shock reported during and outside of normal working hours.
- Conducts investigations and provides timely written reports of the investigations ensuring safety and alignment with WMATA's performance goals.
- Directs and works with contractors to ensure adherence to maintenance procedures, including but not limited to, monitoring technical code adherence, contract worker performance and quality of work.
- Ensures a safe working environment and enforces safety standards for the maintenance group. Reports unsafe working environments and any accidents/injuries within AOR, participates in the Local Safety Committee (LSC), and ensures WMATA’s safety metrics are met or exceeded.
- Conducts field audits on field work and station conditions.
- Directs, supervises, and evaluates assigned staff.
- Contributes to maintenance support plans for special events and severe weather events to ensure coverage throughout the year. May work in the ELES Operations Center (EOC) during these events.
- Collaborates with engineering, procurement and logistics to maintain proper stock levels of all stock items (R3810 and R3830) for elevators and escalators.

Minimum Qualifications Education High school diploma or general equivalency diploma (GED).
Experience A minimum of five (5) years of experience in Elevator and Escalator field to include at least one (1) year of supervisory and/or management experience responsible for failure/trend analysis and preventive maintenance scheduling.
Certification/Licensure Must acquire, within twelve (12) months of hire, a National Association of Elevator Safety Authorities (NAESA) QEI-1 certification or equivalent QEI-1 certification recognized in District of Columbia, Maryland, and Virginia jurisdictions
Preferred Vocational or technical training in vertical transportation equipment
