Job Summary/Duties:
This is a highly responsible, managerial, administrative, and technical position at the senior management level involving procurements of a complex nature. Incumbent administers the development and administration of all procurement and materials management functions in support of assigned Authority customers. The incumbent supervises teams of supervisory contract administrators, contract administrators, inventory planners and managers and purchasing agents and supervisors. Incumbent provides “one-stop shopping” procurement support for assigned customer groups.

Incumbent manages, through subordinate management and/or supervisory staff, all activities relating to purchasing; contracting and contract administration; and inventory management functions for inventory items and supporting equipment, supplies and services and major Authority projects. The position is also responsible for soliciting, awarding and administering major contracts and agreements and developing appropriate strategies to resolve potential problems and improve material support to operational and support customers. In addition, the position will provide high level administrative support to the Chief by performing special projects, coordinating major activities and acting as the Chief Procurement Officer in the latter’s absence. Incumbent has extensive latitude for independent judgment and action. The incumbent is accountable for accomplishing departmental goals and objectives and for furthering Authority objectives within general policy guidelines.

  • Develops and directs the implementation of goals, objectives, policies, procedures, and work standards that support the Authority’s mission and goals.

  • Chairs complex negotiations involving contract awards and modifications. Advises on complex and potentially controversial contract awards. Reviews for approval the issuance of change orders and contract modifications to contracts. Reviews and approves technical price proposals on negotiated procurements and recommends action to be taken. Serves as Contracting Officer for major acquisitions with unlimited contracting officer authority

  • Assists in the development and modification of Authority long-and-short-range procurement and materials plans; directs the preparation and administration of procurement planning for areas of responsibility.

  • Assists in the preparation of the annual stock purchasing plan; monitors and controls requisitioning and ordering of material based on approved budgets and material usage and forecasting factors; and investigates and directs efforts to resolve material control and material deficiency problems.

  • Plans, organizes, supervises, reviews, and evaluates the activities of subordinate management, supervisory and professional staff; directs the selection of assigned staff and provides for their training and professional development; interprets Authority and procedures of employees; motivates and influences others to achieve job and unit objectives.

  • Confers with Authority management regarding contract and inventory management activities in assigned areas of responsibility; ensures compliance with federal, state and Authority rules, regulations and policies; coordinates programs with Affirmative Action to increase the participation of minority and women disadvantaged enterprises in the awarding of contracts.

  • Develops strategies to resolve potential problems on major contracts; manages contracts effectively to meet established goals and objectives.

  • Develops, implements and maintains procedures that will ensure that stock levels are adequately maintained based on such factors as past and future demands (forecasting), special maintenance campaigns and projects, appropriate system-wide and individual replenishment minimums and administrative lead time.

  • Evaluates and supervises the preparation of reports leading to improved efficiency and effectiveness of policies and procedures related to contract administration and award.

  • Represents the Authority in meetings with representatives of governmental agencies and professional and business organizations.

  • Monitors developments related to assigned areas of responsibility, evaluates their impact upon Authority operations and recommends and implements policy and procedural improvements.

Minimum Qualifications:
Graduation from an accredited college or university with a Bachelor’s degree in business administration, or a related field, with extensive advanced education and/or training in the areas of supply management, public procurement and contract negotiation. A minimum of ten (10) years of progressively responsible administrative and management experience in large public programs.

Certification from an accredited procurement program such as the National Contract Management Association (NCMA); Certified Professional Contracts Manager (CPCM) program is highly desirable or an appropriate certificate from a program sponsored by the National Institute of Government Purchasing (NIGP) or a certificate from another such program(s) as deemed appropriate by the Chief Procurement Officer such as Federal Acquisition Institute (FAI); Defense Acquisition University (DAU); and Defense Acquisition Workforce Initiative (DAWIA).

If no certification at the time of hire, must be able to obtain certification within two (2) years of hire date and maintain thereafter.

Or, an equivalent combination of post high school education and a minimum of fourteen (14) years of progressively responsible administrative and management experience in large public programs.
