Gold Coast Transit District (GCTD) provides public fixed-route and paratransit service in the cities of Ojai, Oxnard, Port Hueneme, Ventura and the unincorporated areas of Western Ventura County on California’s South-Central Coast. With nearly 3 million passenger trips provided each year on 17 directly operated routes, GCTD is the largest public transportation operator in Ventura County. GCTD’s routes serve two transit centers and connect passengers to other regional transit providers including Ventura County Transportation Commission regional bus service which connects all the cities in Ventura County, Metrolink Commuter Train Service to Los Angeles, and Amtrak’s Pacific Surfliner Rail service north to Santa Barbara and San Luis Obispo and South to Los Angeles.

The goal of this project is to directly mitigate climate change impacts and to benefit GCTD’s community by replacing GHG emitting CNG buses with zero emission Hydrogen Fuel Cell Electric Buses (FCEBs). This project supports the City of Oxnard’s Climate Action & Adaptation Plan. GCTD is in compliance with and committed to meeting all requirements of California’s Innovative Clean Transit (ICT) Regulation, which requires transit agencies in California to fully transition their fleets to zero-emission vehicles by 2040. Gold Coast Transit District is issuing this Request for Proposals No. 23-38 (RFP) seeking Proposals from qualified individuals or firms to provide design-build-operate-maintain services for a turnkey hydrogen fueling station whereby the intent is for (i) a single contract to be awarded to the selected Proposer for all design and construction activities, and maintenance and operations services for three years with two option year periods, and (ii) a separate fuel supply contract to be awarded to the same entity or to an entity proposed by the selected Proposer for three years with two, one (1) year option periods. The project will be funded in whole or in part with federal funds provided by the Federal Transit Administration (“FTA)”). Proposers shall comply with all FTA requirements applicable to this RFP. The successful Contractor shall be required to comply with all FTA requirements included as Attachment 4.6 to this RFP including, but not limited to, Build America, Buy America (BABA) requirements, Davis Bacon federal prevailing wage requirements, and all other FTA requirements.

This RFP, available at https://www.gctd.org/contact/doing-business, details the Project description and includes function, program, design, performance, schedule and cost criteria that will be the basis for all subsequent design and construction services. These documents specify certain minimum requirements for space, equipment and adjacency, and establish criteria and procedures to ensure GCTD’s program requirements are translated into a functional facility that will fully support its intended use. These program requirements include the Contractor’s selection procedures and post-selection instructions to guide the Project delivery process through completion.

The RFP requirements specified herein are directed to all members of the Contractor’s team including architects, engineers, other consulting design professionals, general construction contractors, and other contractors engaged to design and/or construct the new facilities. This RFP is not intended to inhibit or limit the creativity of architects, engineers or design professionals engaged by the Contractor in any way. Rather, it is intended to facilitate the design and construction process by providing all members of the Contractor’s team with a clear understanding of GCTD’s requirements and expectations.

Proposers are strongly encouraged to attend the NON-MANDATORY pre-proposal conference and site walk on February 21, 2024, at 1:00 p.m. (PST) to receive specific information about the project, the bid requirements and process, and to discuss particular questions that may occur as a result of review of this RFP. The pre-proposal conference will be held at GCTD facility at 1901 Auto Center Drive, Oxnard, CA 93036 (entrance is on Paseo Mercado) and will include a walk of the job site.

Prospective Proposers may not visit the Project Site without making arrangements through the District’s Purchasing Department. Proposals will be accepted from any Proposer who did not attend the Pre-Proposal Meeting.

It is the responsibility solely of Proposer to see that its Proposal is properly submitted to OpenGov in proper form and prior to the stated closing time. THE ELECTRONIC BID MANAGEMENT SYSTEM WILL NOT ACCEPT LATE PROPOSALS. GCTD will only consider Proposals that have transmitted successfully to OpenGov. Proposers should review the Response Detail Report screen generated by OpenGov and verify Proposal submission. Transmission of Proposals by any other means, except as expressly provided herein, will not be accepted. Proposers shall be solely responsible for informing themselves with respect to the proper utilization of the online bid management system, for ensuring the capability of their computer system to upload the required documents, and for the stability of their internet service. Failure of the Proposer to successfully submit an electronic Proposal shall be at the Proposer’s sole risk, and no relief will be given for late and/or improperly submitted Proposals.

Completed Proposals, including any applicable addendums, should be submitted electronically via OpenGov no later than on April 30, 2024, at 2:00 p.m. (PDT).

OpenGov will not allow late proposals.
