Metro seeks a Senior Technical Writer to support Metro in obtaining grants and other contractual agreements for additional financial resources to stay the National Capital Region’s trusted way to move more people safely and sustainably. This position will assist multiple teams within the Finance Department’s Office of Management and Budget which is responsible for the management of the operating and capital budget development, execution, and reporting. This position will support the Funds and Grants Management team in developing and authoring grant applications, and other competitive proposals to include cost benefit analyses. The position will also support reporting for Metro’s Jurisdictional and Federal partners.

The Technical Writer is expected to be an effective communicator both orally and in written correspondence with major contributors from within Metro, external to Metro, and from the US Government. Experience in authoring technical and cost proposals for US Government grant opportunities and other solicitations is essential. Other beneficial experience includes interpreting law and regulations, experience to analyze and interpret and prepare financial information (e.g. cost proposals and cost/benefit analysis), and possess a general level of project management skills. This position requires significant level of inter and intra agency coordination and the ability to be organized and meet deadlines.

This position will report to the Metro Headquarters Building at L’Enfant Plaza. This position has three office core days and may be remote two days.

SUMMARY
The Senior Technical Writer – Finance is responsible for combining high-level research, technical/general writing, and editing as well as project management. The incumbent supports the Finance Department and specifically supports the Office of Management and Budget Services (OMBS). The Technical Writer is responsible for the preparation, review, and editing, and/or management of written materials, including but not limited to grant and contract applications, benefit cost analyses, internal/external communications, required progress and financial reports, whitepapers, Board meeting materials (memos, resolutions, presentations), Discretionary Grant Council materials, talking points and presentations, web content, etc. Produced materials may be in a variety of print and multi-media formats. The Technical Writer will collaborate with appropriate subject matter experts to ensure accuracy of content. The Technical Writer will ensure compliance with agency Policy Instructions on written materials, standard operating procedures, and be responsible for the management of storing and archiving records. The Financial Reporting Technical Writer works closely with the Senior Vice-President, Senior Management and specifically with the Director, Funds and Grants Management and reports directly to a Senior Manager within Management & Budget.

ESSENTIAL FUNCTIONS

  • Conducts thorough financial analysis, including but not limited to financial statement analysis, budgeting, forecasting, and variance analysis, to support funding proposal.
  • Performs advanced level cost benefit analyses to evaluate the financial viability and return on investment or proposed projects or initiatives.
  • Leads the development of proposals for Federal, State, and Local Government funding opportunities, including researching funding opportunities, gathering necessary data, and crafting compelling narratives that align with funding requirements and priorities.
  • Gather and interpret relevant data and information from various sources to support the development of funding proposals and cost benefit analyses.
  • Collaborates closely with cross-functional teams, including project managers, subject matter experts, and finance professionals, to gather input and ensure accuracy and completeness of proposal content and financial analyses.
  • Ensures that all proposals and financial analyses comply with applicable regulations, guidelines, and standards, including Federal, State, and Local Government procurement requirements.
  • Translates complex technical concepts and terminology into easy- to- understand documents for informed and educated audiences.
  • Prepares and edits responses to various stakeholder inquiries which includes executive level responses.
  • Conducts research, drafts, and edits responses on behalf of Finance and OMBS. The responses may include sensitive and confidential information.
  • Produces communications and writing in multiple formats, from concept to execution.
  • Proofreads, formats documents, and performs style review of materials consistent with agency guidelines.
  • Understands, supports, and reinforces the Authority-wide standards for message content, consistency, and tone. Assists in identifying the appropriate communications vehicle and timing. Stay abreast of developments relevant to WMATA’s position on policies and programs.
  • Understands the subject-matter experts, coordinates the gathering of content, assisting the writing and editing of responses as needed.
  • Creates graphical images, flow charts and diagrams for inclusion in documentation.
  • Coordinates and tracks multiple reviews of documents, materials, and project status reports. Prepares routine or discretionary grant applications and associated supporting material.
  • Works quickly and independently, meeting all required deadlines to ensure prompt response. Develops professional reports and presentations that target WMATA’s stakeholders and internal customers.

MINIMUM QUALIFICATIONS

Education
Bachelor’s degree in Journalism, Finance, Public Relations, Communications, English, Marketing, Public Administration, Business Administration, or other related fields.

Experience
A minimum of seven (7) years of progressive work experience developing written communications including authoring or contributing to proposals submitted as a response to a federal contract solicitation or grant funding opportunity. Demonstrated experience in developing benefit cost analyses. Demonstrated ability to author documentation from disparate authors and subject matter areas in a succinct manner.
