Metro is seeking to fill up to three Business Performance Analyst positions to support special projects in Operations, which delivers bus, rail, and paratransit service. Metro is looking for an exceptional candidate to support initiatives to improve transit in the nation’s capital. The position offers opportunities for mid-level analysts to develop the skills needed to grow into management in government, including effective communication, collaboration, relationship building, and strategic thinking. The right candidate has foundational written and oral communication skills, experience with management at high levels, a natural problem solver, and enthusiasm for collaboration.

General Hybrid Work Statement: This opportunity is a hybrid opportunity allowing for flexibility between virtual and in-person work subject to the Authority’s telework policy.

SUMMARY
The Business Performance Analyst collects, analyzes, documents, and communicates performance measure data results internally. Working on behalf of internal programs, the Business Performance Analyst conducts root-cause analysis to improve the performance of internal programs, drafts recommendations for managers and prepares visualizations that clarify results. The Business Performance Analyst facilitates business plan development at the department and office level and interacts regularly with managers to inform internal performance measurement reporting. The incumbent also performs departmental strategic assessments, efficiency analyses, budgeting, and financial reporting, as well as conducts special departmental studies and analyzes expense trends and budget variances to direct future monthly expenditures and adjustments and to ensure efficient management of department resources.

ESSENTIAL FUNCTIONS

  • Collects, analyzes, documents, and prepares internal reports on performance measures to evaluate how effectively Quality Assurance, Internal Compliance and Oversight (QICO) is meeting strategic goals, business plan objectives and/or mitigating risks.
  • Analyzes measures not performing at target to discover and document root-cause and applicable business processes impacted.
  • Prepares and communicates performance analysis results and recommendations to supervisor and internal programs within QICO, utilizing tables, graphs, PowerPoint presentations, and narratives.
  • Gathers feedback from managers on performance reporting needs and summarizes in narrative format for supervisor’s and Vice President’s (VP) review.
  • Gathers program performance data and customer comments and compiles information for the generation of monthly key performance indicator (KPIs) reports for supervisor and VP review.
  • Supports QICO business plan development by interviewing managers and documenting core services, key accomplishments, priorities, actions, performance measures and risks to achieving strategic goals.
  • Completes detailed analysis of departmental annual operating budget submissions, monthly expense trends, and budget variances to ensure compliance within the allocated budget
  • Prepare cost analysis crosswalk reports to determine best price for office supplies, materials, and vendor services.
  • Prepares routine safety reports related to Roadway Worker Protection (RWP) compliance and Non-Revenue Vehicle (NRV) usage for supervisor and VP review to ensure compliance with policy and instructions and safety training requirements
  • Performs high-level analysis of Authority-wide transit data for trends in areas of safety to assist in quality assurance internal audits and reviews to mitigate risks.
  • Serves as internal consultant to VP and managerial staff as it relates to routine monitoring of data results, clarifying challenges and bringing insights to facilitate process improvement.
  • Works in collaboration with QICO program teams to coordinate receipt of completed team training to include in departmental training matrix master database.
  • Supports departmental operations of QICO HQ and two satellite offices.
  • Coordinates routine updates to Department Continuity of Operations Plan (COOP) and assists in planning scheduled and unscheduled drills in coordination with the Office of Emergency Management (OEM) to ensure compliance with COOP protocols.

MINIMUM QUALIFICATIONS

Education
Bachelor’s Degree in Mathematics/Statistics; Data Science; Financial Management; Economics; Public-Business Administration; Engineering; Political Science; Planning and History, or a related field

In lieu of a Bachelor’s Degree, a High School Diploma/GED and four (4) years of quantitative analysis, metric development, and data modeling experience, in addition to the experience stated below, will be considered.

Experience
A minimum of four (4) years of experience involving quantitative analysis, analytical problem solving, metric development, data modeling and visualization and/or business strategy implementation.

Certification/Licensure
Valid Driver’s License
