Summary
Purple Line Transit Operators (PLTO) is a member of a private consortium (Purple Line Transit Partners) which holds a Public-Private Partnership (P3) contract with the Maryland Department of Transportation/Maryland Transit Administration (MDOT/MTA) for the design, construction, operation, maintenance, and financing of the Purple Line, a new 16 mile/21 station light rail transit line located in Montgomery County and Prince George’s County, Maryland - https://www.purplelinemd.com. PLTO’s role in the Project is for the Operations and Maintenance (O&M) of the Purple Line for a 30-year O&M Period after the service opens to the public, currently scheduled for winter 2027. Prior to this opening, PLTO is responsible for participating in system design, testing, and service start-up activities; conducting certain facilities and equipment maintenance scopes; and building the organization which will perform the O&M Period activities.

PLTO is a joint venture of two companies: Alternate Concepts, Inc (ACI) and CAF USA, Inc. (CAF). ACI is an industry leader in mass transit operations and maintenance and is the O&M provider for the only two Design-Build-Operate-and-Maintain (DBOM)/ Design-Build-Finance-Operate-and-Maintain (DBFOM) transit projects in the U.S: Tren Urbano in San Juan, Puerto Rico and Eagle P3 in Denver, Colorado. CAF USA, Inc. (a division of the international Spanish railway manufacturer Construcciones y Auxiliar de Ferrocarriles) designs, manufactures, maintains, and supplies equipment and components for railway systems and is a certified rail maintenance organization with a presence on five continents.

PLTO is conducting this recruitment for an Instructor which has been identified as a key position that is needed as PLTO builds the organizational capacity to perform its 30-year O&M scope. The Instructor will be responsible for participating in the development of, and managing the delivery of, the training program for PLTO transportation personnel. Additional responsibilities include providing safety training to third party emergency responders, contractors, and government agency employees.

In addition to administering a comprehensive training program that provides classroom and field instruction, the Instructor will be required to operate Light Rail Vehicles (LRVs) during the testing and commissioning and operational readiness periods and during revenue operations as may be required for special circumstances.

Responsibilities:
The essential duties and responsibilities include, but are not limited to, the following:

  • Qualifying in various operations positions including but not limited to Operator, Field Supervisor, and Crew Dispatcher for backup and vacancy needs.

  • Planning, developing and executing training programs, utilizing new topics and methods to identify operational trends.

  • Developing a program for recertification and/or re-training as may be required.

  • Maintaining training records (digital and paper) for all PLTO employees and third-party participants in PLTO's training programs.

  • Proficiency in training, qualifying, and re-training PLTO employees.

  • Supporting the Drug and Alcohol Policy including education and training, fitness for duty assessments, and post-accident/incident investigations.

  • Developing, improving, and maintaining records for PLTO's Recertification Program.

  • Remaining fully informed of all rules, regulations, best practices, and contractual obligations governing day-to-day operations.

  • Providing instruction and counseling in operating rules, procedures, and violations to PLTO employees.

  • Monitoring and reviewing the job performance of PLTO personnel for training needs.

  • Assisting and participating in the development and implementation of a Rules Compliance Program.

  • Reporting cases of exceptional performance (whether good or bad) to Managers. Working with administration to manage the distribution and tracking of employee recognition program.

  • Reviewing all statements, accident reports, customer complaints, and other documents as relevant; and addressing training deficiencies when identified.

  • Monitoring station, system, and vehicle conditions including station cleanliness and reporting problems to maintenance personnel and/or the Operations Control Center (OCC).

  • When necessary, responding to service failures, responding to troubleshooting failures, and providing on-site incident command in the event of a serious incident.

  • During field operations, maintaining close contact with OCC to quickly resolve any unusual occurrences.

  • Responding to and assisting passengers as required.

  • Maintaining involvement in and participating in Safety meetings, as well as remaining current with all System Safety Program Plans and Procedures.

  • Overseeing annual update of the Rule Book.

  • Collaborating with the Human Resources Manager to develop, update and maintain the site training matrix and ensure personnel maintain their certification and that training records are complete.

  • Participating in internal and external audits as well as assisting in the development, update, and distribution of standard operating procedures, transportation, and safety bulletins.

  • Working various shifts and at various locations as needed.

  • Adhering to the rules, regulations, collective bargaining agreements (if applicable), and polices of PLTO including the Equal Employment Opportunity, Drug and Alcohol Misuse Prevention, Affirmative Action, and Anti-Harassment, including all anti-retaliation policies.

  • Operating Test Trains during the testing and commissioning and operational readiness periods.

  • Operating revenue service LRVs as needed to avoid any delays in service.

  • Conforming to all FTA and DOT regulations and policies.

  • Performing all other duties as assigned.

  • Technical Training as it pertains to LRV operations, which may include but is not limited to OCS Power, Switches and Signal System, LRV Characteristics and Operation, Train Control System, SCADA, and Local Control Panel functionality (LCPs).

Educational Degrees and/or Experience
Bachelor's degree (B.A. or B.S.) from a four-year accredited college or university is preferred. Ten (10) years of relevant work experience, including five years in a supervisory, or instructor, capacity, is strongly preferred. Extended work experience may be substituted for educational credentials if appropriate.

Language Skills
Ability to speak, read, and write English in a business setting. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to author routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.

Mathematical Skills
Ability to work with mathematical concepts including but not limited to proficiency in adding, subtracting, multiplying, and dividing all units of measure. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Ability to compute ratio, rates, percentages and able to draw and interpret graphs and tabular data sets.

Reasoning Ability

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Certificates, Licenses, Registrations Must successfully complete LRV Operations training program and LRV Operator recertification annually. Possession of a valid driver's license and a valid DOT certification and any other certificates, licenses, and registrations as required by law to perform the specified functions.

Successful candidates will be expected to work in a hybrid workplace where frequent field visits, in-office presence, and some remote work may be combined. Some travel may be required to collaborate with partners.

While performing the duties of this job (while in the field), the employee must be aware of his/her surroundings and may be exposed to outside weather conditions, moving mechanical systems, and building components as well as varying noise levels both within the rail maintenance yards and inside the Operations and Maintenance Facility (OMF). Personal Protective Equipment (PPE) is always required while in the field and in construction zones.
