Job Description:
As the Assistant General Manager for Connect Transit you will assist the General Manager in creating a well-balanced transit system that meets the needs of the employees, community, partners, and elected officials.

Wages: $95,000 – $115,000 annually, dependent on qualifications

Responsibilities and Duties:
  • Assists the General Manager in developing and implementing short-range and long-range goals/service initiatives consistent with the strategic plan, annual budget, and initiatives to support the achievement of the agency’s strategic vision and to ensure they are effectively carried out.
  • Assists the General Manager and Leadership Team in the development of the annual budget, including the planning and implementation of service initiatives to guide the agency’s future programs and activities for presentation to the Board of Trustees for approval.
  • Provides counsel to the General Manager on significant matters affecting agency operations and policies.
  • Assists the General Manager in formulating, directing, and overseeing service planning and stakeholder coordination.
  • Supports the General Manager in coordinating activities among the departments within the organization to achieve agency goals.
  • Assists the General Manager in providing overall leadership of the agency in formulating and achieving agency objectives.
  • Leads and collaborates with employees to ensure the proper day to day services are provided to the community as promised.
  • Works with the General Manager and department heads to assist in the development of strategies to attain federal, state, and local funding from a variety of sources.
  • Reviews the efficiency of the transit system’s organizational structure and evaluates the performance and effectiveness of designated Leadership Team.
  • Participates in the selection, development, and evaluation of staff.
  • Works to strengthen the organization by improving morale.
  • Directs the implementation of programs and training to improve overall system performance.
  • Maintains a clear understanding of problems or tensions existing at every level of the organization and leads the development of proactive solutions to address them.
  • Cultivates and maintains collaborative and productive relationships internally with organized labor and non-represented staff.
  • Handles sensitive and confidential matters with discretion.
  • Participates in resolving labor management issues and successfully negotiating labor agreements.
  • Ensures system-wide implementation and compliance of applicable local, state, and federal rules and regulations.
  • Acts as proxy for General Manager as needed.
  • Other duties as assigned.

Job Requirements:
  • Minimum five years of experience in progressively responsible supervisory position comparable sized public transit system.
  • College degree preferred (or equivalent education and experience combination).
  • Valid Illinois Driver's License.
  • Acceptable driving record (No serious traffic or license violations within the last five years).
  • Successful completion of a federal background check and pre-employment drug test.
  • Excellent attendance.
  • Knowledge of theories, principles and practices of effective supervision and management of personnel.
  • Ability to learn applicable federal, state, and local rules and regulations governing bus operations, and labor and employment laws relating to the collective bargaining process.
  • Ability to learn regulations regarding safe practices, company procedures and government regulations regarding safety.
  • Proficiency in Microsoft Office applications and communication equipment.
  • Ability to learn regulations regarding the Americans with Disabilities Act.
  • Ability to learn and utilize transit related software and hardware systems.
  • Ability to effectively lead, supervise, and develop staff.
  • Ability to independently evaluate work performance; motivate personnel; and encourage the modification of behavior and performance when deemed necessary.
  • Ability to operate calmly in high stress situations, including dealing with conflict.
  • Ability to establish and maintain effective working relationships with other transit system departments, collective bargaining unit members, outside contractors, vendors, and other government agencies.
  • Ability to lead a team to meet the objectives and benchmarks of the transit system.
  • Ability to learn and understand the Collective Bargaining Agreement.
  • Ability to conduct research and prepare comprehensive reports.
  • Ability to communicate effectively, both written and oral.
  • Ability to perform job indoors, outdoors, on the road, and in inclement weather conditions.
  • Meet the physical strength, agility, and dexterity requirements to perform the work of this position.
