THIS POSITION IS DESIGNATED AS NON-BARGAINING UNIT AND THE INCUMBENT SHALL SERVE IN AN "AT-WILL" CAPACITY.

This position develops, maintains, and administers the Agency's safety and security programs, including transit system security and occupational safety, health, environmental compliance, industrial hygiene/hazardous materials, fire prevention, ergonomics, and life safety programs in accordance with applicable laws and regulations to ensure a safe working environment for employees and a safe transit experience for passengers.

Note: This position primarily works out of our Riverside location and may need to report to Hemet as needed.

ESSENTIAL DUTIES/RESPONSIBILITIES
The following duties are standard for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.

  • Primary contact and has oversight responsibility for all Agency safety and security related issues arising at RTA facilities, at bus stops, at transit centers, and onboard vehicles.

  • Primary contact and has oversight responsibility for security guard services contract, and is the security liaison with federal, state and local law enforcement agencies.

  • Develops, implements, and maintains the Agency’s Emergency Management Plans, Emergency/Disaster Response Programs, coordinates the Emergency Management & Business Recovery Planning process. Plans include but are not limited to the following:

    • Public Transit Agency Safety Plan (PTASP)
    • Injury and Illness Prevention Plan (IIPP)
    • Hazardous Materials Business Emergency Plans
    • Business Continuity Plan
    • Emergency Action Plan

  • Reviews, revises, maintains, and/or develops manuals and procedures related to loss prevention and security; compiles information necessary to produce security related reports. Plans and coordinates associated drill and training efforts.

  • Has the authority to implement safety mitigating measures and recommendations. Performs duties in a highly confidential manner based on access to sensitive information regarding internal Agency matters pertaining to decision-making process on safety issues, potential and current litigation, and other items and/or liability concerns. Can directly brief the CEO at any time regarding safety or security hazards, concerns, and activities. Has a direct line of reporting to the CEO when necessary.

  • Lead in the identification of environmental health and safety issues, deficiencies, and hazards by periodically inspecting the workplace. Bring identified issues, deficiencies, or hazards to the attention of the person responsible for the area or the item. Assist as necessary to ensure that the issue, deficiency, or hazard is resolved.

  • Establishes goals, objectives, strategies, plans, rules, procedures, and programs to improve safety, security and environmental management throughout the Agency.

  • Ensures that all documentation and record keeping is accurate. Maintains safety files and records. Ensures that all reports are submitted on a timely basis.

  • Analyzes various types of working environments and work procedures. Inspects workplaces for adherence to regulations on safety, health, ergonomics and the environment. Tracks and manages industrial injury and illness data IIPP refinement. Investigate injuries on the property in coordination with the department heads or designees involved. Analyze accident/incident data and provide reports and recommendations and identify required adjustments to policies and procedures and training. May review and classify bus accidents and incidents.

  • Develops, implements and ensures the readiness of the Agency’s internal facility Emergency Task Force personnel/systems/equipment.

  • Responsible for managing all aspects of the CPR/First Aid/AED and Stop the Bleed Programs.

  • Evaluates all Agency facilities and operations for adverse safety and security conditions, and acts as the primary point of contact for the agency-wide reporting of safety and security problems and concerns to external entities, employees, and contract operators.

  • Develops workplace violence threat notification procedures to ensure timely notification of any threats of violence against any Agency employee.

  • In coordination with the Training Department, develops and/or conducts employee training and awareness programs in the areas of safety, health, ergonomics, security, violence in the workplace prevention and countermeasures, crime prevention, environmental and emergency response/disaster preparedness.

  • Conducts, reviews, and validates documentation for safety/security inspections/audits of the work environment, employee activities, and the transit system in general to detect existing or potential safety and security problems. Formulates and ensures Agency compliance with safety and health policies/regulations, co-operatively assists departments in identifying solutions and ensuring corrective action is implemented. Manages all internal and external compliance audits and tracks observations to closure. Conducts such audits/inspections of contract operators.

  • Researches new regulatory compliance issues for applicability.

  • Coordinates and manages the activities of the safety/emergency/security committees and attends meetings related to security and safety services issues. Analyzes and presents studies on industrial accidents/incidents. Develops safety reports capturing key safety performance indicators. Provides expertise on safety risk management, statistics, trends, and mitigation strategies. Monitors the activities of security consultants and contractors.

  • Provides customer service, follow-up, and responses to Agency departments and end users on safety compliance activities.

  • Coordinates responses to audits, Public Records Act requests, and other requests as needed.

  • Provides oversight of received FEMA Grants from start to finish. This includes the appropriate allocation of money to projects, development of scope of works, project management, and project closeout.

  • Assigns and redeploys security personnel in order to maintain a proper staffing pattern or to address an emergency or special security situation.

  • Trains and/or ensures that Security personnel are familiar with their responsibilities and adhere to Agency standards regarding security. Evaluates performance and conducts routine spot checks regarding performance.

  • Develops methodologies for assessing the effectiveness of security operations and training programs.

  • May serve as project lead/coordinator for assigned projects.

  • Performs administrative duties as the Agency’s functional alternative liaison during emergency operations under the guidelines of the California Standardized Emergency Management System, and in compliance with the Federal Transit Administration and Department of Homeland Security Transit System Security and Emergency Preparedness Program Guidelines.

  • Actively participates in all community outreach activities relating to the coordination of the Agency’s emergency preparedness with all external partners and mutual aid agreements.

  • May be required to work weekends and nights. Required to be on-call/accessible 24 hours a day.

SUPERVISORY RESPONSIBILITIES
May provide work direction, guidance, and oversight to others but does not have direct supervision authority or direct performance appraisal responsibilities for them.

EDUCATION AND/OR EXPERIENCE
A bachelor’s degree; a minimum of five years of progressively responsible experience in operational safety, Safety Management Systems, public transportation safety administration, or emergency service management; and/or a minimum of three years of progressively responsible experience in occupational health and safety/environmental health sciences. Prior experience in employee training, workplace risk analysis/auditing, and investigation procedures is required. Previous experience in public transportation is highly desirable. An equivalent combination of education/experience may be considered in lieu of Bachelor’s degree.

LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, blueprints / diagrams, or governmental regulations. Ability to write exceptional reports, business correspondence, and procedure manuals. Ability to develop effective presentations and respond to questions from groups of managers, customers, regulatory compliance agencies, and the public. Ability to build rapport, establish trust, and efficiently collaborate with various departments and personnel. Possess exceptional interpersonal abilities, proficient written communication, and excellent verbal skills for engaging with members across all Agency departments as well as external customers.

MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference, and basic algebra and geometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only’ limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

OTHER SKILLS AND ABILITIES
Knowledge of Cal/OSHA General Industry Safety Standards and Workplace Security Guidelines, Federal Transit Administration and American Public Transit Association Transit System Security Programs requirements. Knowledge of Crisis Management Techniques, Agency Media Relations protocols, California Standardized Emergency Management System, and the Incident Command System. Knowledge of California Penal Code, California Vehicle Code, Uniform Building Code & Architectural Design Principles for Crime Prevention, life Safety & ADA Code, and the California Code of Regulations, Title 19 Public Safety. First aid and CPR.

Functional knowledge of applicable federal, state, and municipal regulations and codes associated with security and public safety. Functional knowledge of personal computers, electronic surveillance/access control/alarm systems, adult education and training techniques and methods.
