The Washington Metropolitan Area Transit Authority, (WMATA), Occupational Health and Wellness, (OHAW), Department is seeking a Fitness for Duty Program Manager who will lead the development, implementation, and management of the organizational policies, procedures, and objectives governing the medical, mental, and physical fitness of all safety-sensitive employees and contractors.

Responsibilities include coordinating an interdepartmental team to define and implement fitness for duty standards as well as developing key performance indicators to ensure compliance with federal, state, and local regulations. This role collaborates with stakeholders across the organization to evaluate and monitor Fitness for Duty outcomes and to develop and interpret analytic reports that drive strategic actions for improved safety and compliance.

The Fitness for Duty Program Manager is a mission-critical role that provides pivotal leadership to the Authority and the Safety Sensitive population in accordance with the Department of Transportation, (DOT), Federal Transit Authority (FTA), and the Federal Motor Carrier Safety Administration, (FMCSA), regulations as well as American Public Transportation Association, (APTA), industry best practices. The successful candidate will be a motivated individual with proven expertise in program management, issue-solving, and stakeholder engagement.

SUMMARY
The Fitness for Duty (FFD) Program Manager primary responsibility is to oversee and coordinate the implementation and management of the organization wide FFD program. This position ensures that there is compliance with Federal, State, and Local transit regulations by developing policies and procedures that support the program’s efficacies while reducing organizational risk. The FFD Program Manager will help establish Key Performance Indicators (KPIs), using industry standards and a variety of data analytical methods. The FFP program is highly regulated and impacts all levels of the organization.

ESSENTIAL FUNCTIONS

  • Defines, implements, and maintains the Fitness for Duty Program (FFD) and its associated policies and procedures. Ensures compliance with U.S. Department of Transportation (DOT), the Federal Transit Administration (FTA), Federal Motor Carrier Safety Administration (FMSCA), Occupational Safety & Health Act (OSHA), American Public Transportation Association (APTA), Washington Metrorail Safety Commission (WMSC) and WMATA regulations, standards, and requirements.
  • Conducts research and makes recommendations for policies, procedures, and work instructions for complex program management problems.
  • Ensures coordination and communication in reference to the FFD program among the various departments including Safety and Readiness (Occupational Health and Wellness,
  • Safety Risk Management), Operations (Operations Administration), Infrastructure, and People, Culture, and Inclusion (Talent Acquisition, Total Rewards, Information Management, and Labor and Employee Relations).
  • Establishes, analyzes, and evaluates program elements, goals, and objectives for the FFD functions.
  • Collaborates with Digital Modernization to create the FFD Database & Electronic System.
  • Assists FFD program elements in obtaining major approvals and agreements from internal and external stakeholders.
  • Collaborates with stakeholders and oversight agencies to evaluate and mitigate risk.
  • Develops and implements a Quality Improvement Program to consistently meet safety and health-related metrics.
  • Manages, evaluates, makes recommendations, and assists in implementation of the FFD program and performance metrics.
  • Executes the program’s strategic direction by assisting inter-connected FFD projects/programs with suitable strategies and objectives for mission accomplishment.
  • Translates accumulated health data into business objectives, actionable projects, and deliverables.

MINIMUM QUALIFICATIONS

Education
A bachelor’s degree In Occupational Health, Public Health, Human Resources, Liberal Arts or a related field

In lieu of a bachelor's degree, a high school diploma or GED and four (4) years of additional experience in complex project management may be considered

Experience
Eight (8) years of experience in project management, occupational health, risk assessment, or program development

Preferred Education
  • A Master's degree in Business Administration, Public Health, or a related field.
  • Project Management Professional (PMP) Certification
  • Knowledge of Fitness for Duty standards such as Drug and Alcohol Compliance, Fatigue Risk Management, and/or Medical/Physical requirements.
  • Project Management experience in a complex transportation sector.
