The Regional Transit Authority gets people moving around New Orleans. Our transit services bring hard-working commuters to their jobs, students to their schools, and fun seekers to entertainment, shopping areas, and restaurants. We provide mobility to residents of the city as well as tourists, taking them to and from their hotels to historical neighborhoods and countless attractions. RTA’s system includes 5 streetcar lines, 30 bus routes, 2 ferry routes, and paratransit services. Our passengers take more than 19 million rides every year.

JOB SUMMARY
Plans, directs, and controls the performance of Capital Projects; provides leadership and support to assigned staff/personnel to ensure that individual employees have the tools, equipment, budget, training, knowledge, and motivation to perform their respective functions correctly; communicates to individual employees how their own specific role fits into the corporate organization and highlights their connection to meeting overall Agency goals; and promotes the need for subordinate management to remain focused on their own role in achieving qualitative and quantitative standards and goals. This position serves as a project or program manager for a variety of facilities, construction, and infrastructure projects, including FEMA, FTA, or state-funded projects.

  • Provides leadership, plans, directs and controls the performance of the Capital Project Department.
  • Develops, implements, and monitors business processes and procedures for the consistent delivery of high-quality projects for the RTA in compliance with Federal Transit Administration (FTA), state and local laws, and other relevant regulations.
  • Coordinates design, right-of-way clearances, construction, and development of RTA facilities and transit projects, including management of project funding within requirements of grant timelines and funding streams.
  • Responsible for the development of Program/Project execution strategy for the portfolio of Capital projects.
  • Provides direction to assigned teams, directing the establishment of goals and major priorities, and advising in the development of strategies
  • Communicate with superiors, peers, and assigned staff regarding appropriate information and direction
  • Resolves major problems and personnel matters
  • Establishes and maintains liaison as required with boards, committees, neighborhood groups, and commissions. Responds to inquiries from affected property owners, tenants, stakeholders, and the public and provide information pertaining to the status of projects undergoing review.
  • Monitors activities of assigned teams to ensure conformance with the goals and objectives of the reporting unit and eliminate impediments to peak performance
  • Develops the annual 1-year capital budget and participates in the development of the annual department budget, 5-year Capital Improvement, and Initiatives Program, Strategic Mobility Plan updates, and other reports
  • Establishes, maintains, implements, and audits cost and schedule management activities for Capital Projects to ensure compliance with policies, procedures, and plans
  • Assembles a multidisciplinary team for capital project reviews to ensure the delivery of a high-quality project; interprets complex project design and construction budgets, schedules, and costs to ensure conformance with authorized scope, time, and dollar requirements
  • Reviews, analyzes, and monitors actual Capital team performance related to budget, cost, and schedule management activities
  • Identifies problems and recommends resolutions to budget, cost, and schedule-related activities
  • Prepares and presents reports to management and the Board of Directors
  • Oversees performance and evaluates work of consultants to ensure compliance and consistency with the agency, department, and project objectives
  • Chair various project reviews, pre-submittal, status, and construction meetings. Takes action to keep program or project on schedule and within budget—without compromising quality.
  • Oversees procurement and management of design and construction for assigned projects. Works closely with procurement personnel to bid, award, and manage contracts and subcontracts.
  • Works closely with Finance Department including, accounting, grants, and supplier diversity divisions and other stakeholders, to ensure compliance and success of assigned projects, including audits.
  • Manages contracts for outside services/vendors to support capital program development and oversees projects.
  • Plans and coordinates internal move and sets timelines for building improvement and construction activities. May coordinate efforts and act as the point of contact for Disaster Recovery plans. Directs renovation projects, which may include vendor sourcing and management, licensing, budgeting, and expense tracking and reporting.
  • Coordinates schedules of staff and other key stakeholders. Provides supervision and guidance to all assigned staff.
  • Provides lead responsibility over other professional staff as required by management
  • Chairs and participates in various committees and task forces
  • Consult with and advise RTA executive management on policies and activities
  • Ensures staff compliance with policies, rules, procedures, regulations, and practices and adherence to labor contracts
  • Prepares and presents reports to management, RTA's Board of Directors, outside agencies, and the public
  • Provides project management support and technical expertise to other RTA departments in areas of project planning, cost, and technical advice
  • Oversees the development, monitoring, and adherence to RTA's policies/procedures, budget, and unit goals and objectives for Capital Improvement and Initiatives Program delivery
  • Leads other professional staff as required by management and policy
  • Maintains, supports, and promotes a safe work environment while complying with all RTA's safety rules, policies, and procedures
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees

MINIMUM QUALIFICATIONS
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for the required education on a two-for-one-year basis. A typical combination includes:

EDUCATION
Bachelor's Degree in Engineering, Construction, Business, or a related field; Master's Degree in a related field preferred

EXPERIENCE
Ten years of relevant experience or five years of relevant supervisory-level experience in facilities, construction, or related civil projects and/or programs

LICENSING REQUIREMENTS/DEMANDS
  • A valid Louisiana Driver’s License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
  • Must submit to a criminal background check, the results of which must meet hiring criteria for the role.

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
Some periods of sitting at a desk and working on a computer in a normal office environment. Must be able to lift up to 15 pounds at times. Must be able to work in the field.
