SUMMARY
This position provides support for various tasks involving civil rights and transit related diversity programs. This position is responsible for assuring compliance with the Federal Transit Administration’s (FTA) Equal Employment Opportunity (EEO) Program and the FTA Title VI of the Civil Rights Act of 1964, Environmental Justice and Limited English Proficiency (LEP) FTA. This position administers, coordinates, and assures completion of the department’s Title VI and EEO program and submissions to the FTA in compliance with federal guidelines.

MAJOR DUTIES AND RESPONSIBILITIES

  • Audits, monitors, and provide regular reports to ensure EEO and Title VI compliance for the department and sub-recipients.
  • Perform Title VI equity analysis during changes to service and passenger fares
  • Provide monthly, quarterly, and annual reports relating to EEO and Title VI performance
  • Coordinates surveys of transit routes, facilities, and services ensuring compliance with federal Title VI and EEO guidelines
  • Track and investigate Title VI and EEO related complaints
  • Perform updates to the CATS Title VI and EEO programs ensuring federal compliance
  • Monitor and review contractors and subrecipient Title VI programs and compliance
  • Represent the organization during outreach initiatives
  • Create reports for internal and external team members
  • Perform training courses for EEO and Title VI employee awareness
  • Represents CATS at inter-departmental and intra-departmental meetings and activities.
  • Providing additional support as needed

KNOWLEDGE, SKILLS & ABILITIES
  • Knowledge of FTA EEO Circular 4704.1A, EEO Requirements and Guidelines for FTA recipients
  • Knowledge of FTA Circular 4702.1B, Title VI Requirements and Guidelines for FTA recipients
  • Must be proficient in Excel, Word and other MS Office programs with the ability to learn new programs quickly.
  • Ability to structure data sets to find usable information
  • Ability to use graphs, infographics and other methods to visualize data
  • Ability to manage time and workload effectively which includes planning, organizing, and prioritizing tasks
  • Ability to communicate effectively, orally and in writing, and to establish and maintain effective working relationships
  • Ability to execute tasks in a timely manner
  • Research and analytical skills
  • Bilingual skills are preferred but not required

PREFERRED QUALIFICATION
Bachelor’s Degree with three years of experience in Business Administration, Human Resources, Public Administration, Legal Affairs, or a related field.

MINIMUM QUALIFICATIONS
High School Graduate or Equivalent and three years related work experience

OR

Associate's Degree and one year related work experience
