Description:
The Senior Manager of Vehicle Maintenance is responsible for the overall management of LYNX’s maintenance division which includes the development of policies, procedures, programs, and initiatives to ensure cost effective and efficient management of LYNX’s revenue and non-revenue fleet.

Essential Functions:

  • Direct responsibility for the scheduling and work activities of the maintenance staff and maintenance training instructors; participates in decision making regarding personnel issues; develops, communicates, and monitors staff adherence to departmental policies, as well as state and federal rules and regulations.
  • Designs, implements, and monitors programs and plans for preventive maintenance, equipment replacement, and energy management for all LYNX facilities.
  • Administers, establishes, and manages the implementation of a comprehensive preventive maintenance program for the repair and servicing of LYNX’s revenue and support vehicles.
  • Leads and directs organizational transformation projects for vehicle maintenance programs and facilities operations.
  • Communicates with staff on a continual basis; coaches and mentors employees; meets regularly with internal staff to review various projects and programs.
  • Ensures the communications between operating, maintenance, and support areas result in the most efficient and safe bus service.
  • Assists in the development and preparation of the division’s operating and capital budgets. Identifies, formulates, and recommends budgetary requirements including personnel and materials to ensure sufficient resources to provide safe and reliable bus service.
  • Monitors expenditures in accordance with financial guidelines to ensure budgetary controls and efficient operations.
  • Collaborates with the Training Department to ensure maintenance personnel are properly trained to provide bus maintenance service requirements for operations.
  • Evaluates work methods and operations, division policies, procedures, and services to determine effectiveness. Reviews statistical data reports relating to performance indicators (MDBF, PMIs, bus availability).
  • Oversees the evaluation process for all employees that are subject to periodic evaluation as outlined by existing Standard Operating Procedures (SOP’s).
  • Manages the warranty program of new equipment and contractual services to maintain equipment. Negotiates with vendors to resolve warranty issues and the recovery of associated funds.
  • Meets with local, state, and federal agencies regarding maintenance-related projects.
  • Represents division on Labor/Management committee.
  • Meets with Union Representatives on an ongoing basis to discuss mutual topics that affect the efficient and effective operations of the division.
  • Makes presentations on maintenance-related topics to various groups.
  • Directs the development of strategic contingency plans; coordinates emergency procedures and ensures personnel are properly trained and appropriate equipment is available.
  • Collaborates with the Director of Maintenance on advising the Chief Operations Officer on matters which may have an adverse impact on bus operations and formulates suitable recommendations for unique situations and problems that arise.
  • Develops and implements internal controls to ensure that all applicable policies and procedures that fall within the scope of this job description are followed and adhered to.
  • Regular and reliable attendance and punctuality is required as an essential function of the position.
  • Oversees the overall responsibilities and duties of Director of Maintenance in his absence.

Required Qualifications:
Bachelor’s degree from a regionally or nationally accredited institution in Automotive, Industrial, Mechanical, Electrical Engineering, Business Administration, or a related field, plus a minimum of five years of management experience in all facets of bus maintenance operations, including inspection, maintenance, and repair of a bus or related vehicular fleet. Qualifying experience to include three years of supervising maintenance employees; or a combination of related education, training, and experience.

Desired Qualifications:
  • Master’s degree from a regionally or nationally accredited institution in Automotive, Industrial, Mechanical, Electrical Engineering, Business Administration, or a related field.
  • Five years of staff supervisory, budgetary, and management responsibility, preferably in a transit/transportation environment with union personnel.
  • Experience in oversight and management of transit facilities.
  • Transit/Transportation experience.

Knowledge, Skills, and Abilities (KSAs):
  • Knowledge of safety, state and FTA regulations and quality assurance functions as it relates to bus and non-revenue vehicle maintenance operations.
  • Knowledge of preventive maintenance principles and quality management.
  • Knowledge of the principles, techniques, and processes of local, regional, state, and federal government.
  • Knowledge of administrative principles and methods, including goal setting, and program and budget development and implementation.
  • Knowledge of development and oversight of capital and operating budgets.
  • Knowledge of the principles of contract administration, including development of scopes of work, competitive and sole source procurements, development of cooperative agreements, and requirements associated with the use of local, state, and federal funding sources.
  • Knowledge of the public transportation industry, including local, state, and federal institutions, activities, issues and practices.
  • Knowledge of Labor Management policies and procedures with the ability to effectively and equitably deal with labor relations problems.
  • Ability to quickly attain a thorough knowledge of LYNX’s rules and regulations, rapid transit plans (Transit Development Plan – TDP; Comprehensive Operational Analysis – COA) and procedures and collective bargaining agreements.
  • Proficiency with Microsoft Word, Excel and PowerPoint.
  • Ability to exhibit a professional, courteous demeanor.
  • Ability to work in a diverse environment.
  • Excellent communication and interpersonal skills, including the ability to establish and maintain positive working relationships with those encountered in the course of work using principles of excellent customer service.

Work Environment and Special Considerations:
  • Must possess and maintain a valid Florida driver’s license and safe driving record.
  • LYNX provides the community with much needed public transportation, and it is important for the Agency to resume its services as quickly and as safely as possible in the event of any natural, technological, or human-caused emergency or disaster. This position is considered a mission critical member of LYNX’s emergency preparation and response efforts during an emergency or disaster and as such, may be asked to work during these emergencies or disasters.

Salary Range: $85,259 to $124,500
