Salary Range: $65,300.00 to $73,200.00 Annually

Reports To: Scheduling & Service Planning Manager

Purpose:
This position assists with all service planning and schedule development for MTA / RTA service, supports the production and distribution of all required materials for bi-annual service changes, and supports the effective implementation of the Nashville MTA and RTA’s fixed route bus, paratransit, commuter bus and contracted commuter rail service. Identifies key issues and challenges for effective implementation of schedules and service delivery and, in close coordination with the Operations Department, implements campaigns for improvement of service delivery.

Job Functions:

Scheduling/Service Planning Core Functions:

  • Analyzes available data to recommend and implement effective routing and scheduling changes

  • Assists with schedule development; prepares and validates schedule data in Trapeze and other software to support distribution of accurate information route, schedule, bus stop, and other information to operators and internal and external customers

  • Produces and ensures the accuracy of driver run guides, postings, and headways

  • Prepares materials for biannual operator bids and annual operator vacation bids

  • Coordinates with Operations personnel in implementation and monitoring of services as required

  • Maintains open communication and regular updates to necessary internal departments regarding schedule adjustments and daily operator and equipment requirements as needed to maintain the integrity of the MTA/RTA service.

Service Management Functions:
  • Works in close coordination with Operations staff and radio room personnel to implement effective service management techniques on a regular basis

  • Designs and implements periodic campaigns to improve service management and manage issues that impact schedule / service delivery that fall within the agency’s control (such as late pullouts, breakdowns, bus bunching, and detours)

  • Facilitates training and oversight for operators and radio room personnel on implementation of service management practices.

  • Works with Service Quality department to develop additional service monitoring measures as needed

  • Prepares operational plans for special events and associated detours

  • Leads service management efforts in the radio room during major special events and detours

  • Performs other duties as assigned:

  • Ability to make oral presentations and compose written documents

  • Read schedules, maps, route guides, detour sheets, etc. and interpret information

  • Meet required deadlines and make effective decisions under stressful conditions

Recommended Preparation for Employment:
Any combination of education, training, and experience equivalent to: bachelor’s degree in public administration, urban planning, operations management, transportation or related field for study. A minimum of three years’ experience in transit operations or scheduling/logistics management with evidence of progressive responsibility is preferred. Experience with the various job functions in a public transportation environment will be considered in lieu of a formal academic degree.

Strong basis in fixed route transit operations and understanding of fixed route service management is required. The successful applicant will possess exceptional interpersonal and communication skills and be able to develop and implement new procedures, including coordinating efforts among multiple departments. Knowledge of Excel and scheduling software systems including but not limited to Trapeze scheduling platform or ability to develop proficiency in these within a reasonable timeframe is required.
