Summary
Responsible for the design, development and delivery of technical training programs for bus, rail maintenance, operations and infrastructure. Manages technical training staff. Develops and monitors the budget for the branch. Establishes standards of quality as well as the short and long-range strategic goal for the branch. Establishes content and quality standards for capital contract related training and monitors implementation.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Establishes and manages the overall work goals and activities to ensure comprehensive technical training programs are delivered to meet Authority operational requirements.

  • Establishes performance improvement methodology for technical training programs. Manages the development of self-paced, classroom, computer based and on-the-job training materials using project management methods.

  • Ensures full and without exception, compliance with guiding Standard Operating Procedures which address certification and re-certification compliance, annual auditing of training outcomes, evaluation of personnel and oversight of critical process such as student readiness.

  • Interacts with all levels of management on policies, procedures and regulations regarding employee skill certification, employee performance improvement and mandatory technical training requirements.

  • Coordinates with Quality Assurance and Safety to ensure training programs meet Authority maintenance management and safety guidelines.

  • Establishes and tracks production schedules, capital project training development, institutional training program development, instructional review cycles, technical training reporting systems and Branch records management system.

  • Manages Joint Apprenticeship Program to ensure delivery of a quality program consistent with Authority needs and Department of Labor Certification provisions.

  • Performs other related duties as required.

Qualifications
Bachelor's degree in education, Instructional Design, Human Resources, or scientific/technical field and minimum of ten years of experience in the development, administration and implementation of large-scale technical training programs, preferably in a transit related environment. Formal education in training and project management is required. A comprehensive knowledge of transit operations to include heavy rail, bus and infrastructure is required. Previous cross-functional work group management and budget experience is required. Must possess excellent communications and presentation skills with the ability to provide consultation to senior management. Must have demonstrated advanced computer skills in all primary departmental software platforms. In lieu of education, directly related work experience may be substituted on a year-for-year basis.
