VIA Metropolitan Transit (San Antonio TX) is seeking to fill an impactful leadership position – Vice President of Engineering and Design. Reporting to the Senior Vice President of Planning and Development, this position is responsible for assisting the Senior Vice President in preparation of the division’s manpower and budget activities; oversight of Capital Project Delivery; and organizational goals including hiring, training, and employee retention.

This individual will also be responsible for engineering, design, and constructability review of vertical and horizontal capital projects; assisting in bid document preparation, review, and evaluation; and coordinating with external public and private agency partners. Since 1977, VIA has served the San Antonio metropolitan area, a community with a high percentage of public transit users. With over 2,100 employees and eight (8) transit centers, VIA provides regional multimodal transportation options to millions of residents and visitors within its 1,210 square mile service area. Services include bus, paratransit, high-frequency, ride-sharing, vanpool, and park-and-ride. Bus service includes 6,851 stops along 96 bus lines, which are divided into five service categories: frequent, metro, express, skip, and downtown circulator. Leadership revises these services three times each year to make adjustments reflecting demands and cost-effectiveness.

VIA seeks a leader who, in addition to assisting the Senior Vice President, preparing capital projects, and schematic design development, will perform research and analysis; coordinate VIA’s service needs with capital projects; develop documents for project planning and design; oversee work including engineering real estate, passenger amenities, and project development; develop, implement, and monitor policies and procedures; prepare and review project budgets, schedules, and labor and material specifications; ensure consultant qualifications and fair market pricing; perform technical reviews and prepare reports and analyses of capital projects; provide formal and informal updates to VIA Board and leadership; and maintain a network of relevant industry contacts.

This position requires a bachelor’s degree in civil or transportation engineering, plus at least 10 years of transportation project experience including plans, specifications, and estimates as well as progressive transportation project management. Candidates must be registered or able to obtain registration as a Professional Engineer in the State of Texas. Additionally, candidates must possess the following abilities: oversight of a major business activity segment; consideration of a wide range of factors and possible outcomes; appropriate principles, practices, and techniques; administrative direction; initiative; positive judgment and analytical skills; effective communication and staff advisement; tact, discretion, credibility, and diplomacy; and complex material composition.
