Summary
Under general direction from the Chief Executive Officer, the Chief Operations Officer – Bus is responsible for providing a safe and efficient transportation system by planning, organizing, and directing NCTD’s Bus Operations and Maintenance Division.

Distinguishing Characteristics
This position is NCTD's lead for the development and oversight for bus, ADA paratransit, and specialized transportation contract management or if NCTD directly operates bus, ADA paratransit, and specialized transportation in the future. This position impacts NCTD's organizational success by providing management oversight of the day to day for the specified transit functions; guiding long-term decisions regarding the provision of public transportation with insight into operational/functional impacts; effectively managing the operating resources and capital assets while providing efficient transit service; and ensuring that key business functions are aligned to support those operations. This is an at-will position in accordance with the Employee Handbook.

Supervision Received and Exercised
The Chief Operations Officer – Bus reports to the Chief Executive Officer and is responsible for the direct and/or indirect supervision and management of all bus operations and maintenance services. This includes both NCTD employees and/or contract employees. This is a proactive, leadership position that ensures that NCTD’s operations achieve, and maintain the safest, most effective, and efficient services possible. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.

EXAMPLES OF DUTIES

Essential Functions
Duties may include, but are not limited to, the following:

Bus Operations and Maintenance

  • Provides executive-level operational oversight and direction for NCTD’s transit operations plans and services.

  • Oversees NCTD’s bus, ADA paratransit, and specialized services operations and maintenance.

  • Participates in capital project planning processes to evaluate operational functionality and recommend enhancements for operational effectiveness.

  • Monitors transit service and identifies opportunities for improvements/efficiencies; develops and implements change initiatives.

  • Prepares for and participates in regulatory agency audits.

  • Develops and monitors objectives, policies, and procedures for the Division.

  • Monitors performance measures and enforces accountability, including the utilization of all available technology and data systems that provide or otherwise support operational results.

  • Oversees contracting and procurement activities for the Division in accordance with the Procurement & Contract Administration Division requirements.

  • Oversees and develops Division budget for area of responsibility which involves forecasting staffing, equipment, materials, and supplies. Approves expenditures and implements budgetary adjustments as required.

  • Oversees a state of good repair for specified areas of responsibility.

  • Maintains current awareness of potential, pending, and current legislation that may impact NCTD and develops and implements strategies to impact potential, pending, and current legislation that will or could affect NCTD.

  • Establishes and maintains effective communications with the Board of Directors, city councils and other federal, state, regional and local agencies, boards, and commissions and represents NCTD in public meetings and hearings as the need arises.

  • Performs other related duties as assigned.
Leadership
  • Collaborates with the Executive Team to support successful outcomes of the District.

  • Assumes responsibility for successful outcomes of the Division and effectively manages staff, including direct or indirect supervisory oversight for all team members.

  • Assigns work to personnel, providing instructions and answering questions; coordinates the scheduling and completion of work by determining operational priorities and resolving workload problems.

  • Inspects work for accuracy and completeness. Evaluates work techniques and methods for consistency with standards.

  • Hires, trains, supervises, reviews, disciplines, and terminates subordinate staff as needed and in accordance with District policy.

  • Models the behavior expected for all employees, maintains cooperative and harmonious working relationships with other District departments, Division staff, consultants, vendors, and the NCTD Board.

  • Engages proactively to prevent or mitigate issues

  • Ensures Division staff works in a collaborative and team-oriented manner within the Division and with other Divisions

  • Demonstrates commitment to customer service for both internal and external customers and fosters the same from Division staff.

  • Communicates effectively both verbally and in writing to employees, peers, senior management, other governmental agencies, and the NCTD Board.
Administrative Management
  • Ensures that goals, performance metrics, and other requirements associated with day-to-day operations of the Division are achieved

  • Ensures Division staff are aware of and comply with NCTD’s EEO program, Title VI program, Board and Administrative policies, human resources policies, and other applicable policies and procedures.

  • Prepares effective, high-quality documents, and ensures on-time submission of required reports, correspondence, and Board materials.

  • Represents the District at industry and regional committees.

  • Develops and/or supports the development of administrative procedures/processes to support the needs of the District; Recommends and implements policies, procedures and standards for information systems.

QUALIFICATIONS

Education/Experience
  • Bachelor’s Degree in a related field is preferred, but not required. Applicable experience will be considered in lieu of degree.

  • Minimum of five (5) to ten (10) years of relevant experience in transportation which may include operations, personnel management, and five (5) years of progressively responsible leadership experience.

    • Direct management of personnel and a demonstrated effort toward employee development, career planning, and team building is required.

    A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.

    Certificates/Licenses

    • Possess or be to obtain and maintain a California driver’s license, Class C, and a satisfactory driving record with less than 6 points in the prior 36-month period and no DUI’s in the prior seven year period.

    • Maintain compliance with the District’s policies regarding Conflict of Interest and Ethics.

    General Requirements

    Knowledge of:
    • Federal, state and local regulations regarding the provision of public transportation (bus, required, light rail, preferred) and ADA paratransit service (required).

    • Safety and security regulations and procedures for transit properties.

    • Policies, regulations and guidelines governing public agency procurement.

    • Principles and practices of administration and organizational management, supervision, and budget development and monitoring.
    Ability to:
    • Resolve sensitive issues (e.g. ADA and community); draw responsible conclusions and make sound decisions.

    • Develop and administer budgets.

    • Create and maintain good working relationships through excellent communication and teambuilding skills, including the ability to engage successfully with both internal and external contacts and the public.

    • Demonstrate strong analytical, critical thinking and problem skills; ability to gather, organize, analyze, and present facts and data to appropriate sources.

    • Interpret and apply local, state, and federal rules and regulations accurately and effectively.

    • Demonstrate exceptional communication skills, both verbal and written, including the ability to prepare and deliver clear and concise reports.

    • Demonstrate a professional level of expertise and use of high-level discretion and judgment in execution of duties is preferred.

    • Manage and maintain simultaneous, transitional, and emerging priorities.

    • Respond to system emergencies and system problems both during and outside of regular business hours.

    • Demonstrate above-average proficiency in computer software programs including the Microsoft Office Suite. Possess the ability to work with data base applications.
