NOTICE IS HEREBY GIVEN that sealed Proposals are invited by the San Joaquin Regional Transit District, a public transit district, herein referred to as RTD, for contracted transportation services, all in strict conformance with REQUEST FOR PROPOSAL therefore entitled “REQUEST FOR PROPOSAL FOR CONTRACTED TRANSPORTATION SERVICES,” dated August 28, 2017, (hereinafter referred to as RFP), said RFP being on file in the offices of RTD at 421 East Weber Avenue, Stockton, California 95202.

On September 1, 2012, RTD implemented its e-bid system. To register, go to the “Doing Business” page at www.sjRTD.com. For fastest approval, complete 1) your company information, 2) your contact information, 3) select your work categories, and 4) attach your W-9 form. Upon approval, you will have access to all solicitation documents through the “Solicitation” tab and will be able to print a bidders list in real time through the “Bidder” tab at no charge. Through your work codes you will be alerted to any projects that are posted in your areas of interest.

Each Proposal shall be contained in a sealed envelope and should be labeled “Contracted Transportation Services, Solicitation 2017-TPTOPMAI-S, Attention: Procurement – Contracts” along with Proposer’s name and address. Proposals shall be received at the offices of RTD, at or before 2:00 P.M. on October 5, 2017.

A Pre-Proposal conference will be held at 10:00 A.M., Monday, September 11, 2017, at the County Transportation Center at 120 North Filbert Street, Stockton, CA. Attendance at the Pre-Proposal conference is not mandatory but is strongly encouraged.

Proposers are required to submit a Proposal guarantee in the Amount of 5% of the total Proposal Amount in accordance with the RFP. Each Proposal shall be submitted on the form(s) prepared by RTD. No Proposal may be withdrawn for a period of one hundred twenty (120) days after Proposal opening.

It is the policy of the U.S. Department of Transportation that Disadvantaged Business Enterprises (DBEs) as defined in 49 C.F.R. Part 26 shall be encouraged to participate in the performance of Contracts financed whole or in part with federal funds. As a condition of federal grant assistance, RTD has adopted a DBE program for RTD’s federally funded Contracts. A DBE goal of 2% has been established for this project. Proposers shall ensure that DBEs have the opportunity to participate in the performance of this Contract and shall take all necessary steps to obtain DBE participation and assist RTD in meeting its commitment to meeting its 6% DBE goal. Contractor shall not discriminate on the basis of race, color, national origin, sex, disability, or age in the award and performance of subcontracts.

RTD also encourages the participation of certified Small Business Enterprises (SBE) on all of its procurement activities. At all times RTD promotes small business participation, by establishing and maintaining a plan that will assist small business competition, eliminate any obstacles that may prevent their participation as prime contractors or as subcontractors.

The Contract to be entered into pursuant to this NOTICE INVITING PROPOSALS may be subject to a financial assistance Contract between RTD and the United States Department of Transportation. If this RFP is subject to Federal financial assistance, and for any reason the Federal financial assistance is withdrawn, then and in such event RTD may withdraw this NOTICE INVITING PROPOSALS and/or terminate any Contract entered into in accordance with this RFP.

The successful Proposer, and each of his/her/its subcontractors, shall be required to comply with all local, state, and federal labor laws and regulations.

All Proposers are required to read and completely familiarize themselves with the terms and conditions of the RFP, and to submit all necessary paperwork as required of Proposer as specified in this RFP.

RTD reserves the right to postpone the opening of Proposals, accept or reject any and all Proposals and to waive any informality in any Proposal, all as RTD deems to be in its own best interests and subject to the rules and regulations issued by the Federal Transit Administration of the United States Department of Transportation.
