The San Francisco Bay Area Rapid Transit District (BART) is recruiting a Decommission Manager for the Rolling Stock & Shops (RS&S) department. The successful candidate selected for the position will be responsible for developing and implementing project plans for both pilot and large scale decommissioning of legacy rail car vehicles. This includes developing the vehicle disposal project scope, schedule and budget. S/he will research and recommend contingency and utility fleet options. The successful incumbent will also articulate, incorporate and report regulatory requirements that will include estimating the fair market value of the rail car vehicles. S/he may supervise support staff and administer work of consultants and/or contractors on fleet decommissioning efforts. S/he will also develop and interpret costs and schedules, provide highly responsible and complex administrative support, and perform related duties as assigned.
About the Department Rolling Stock & Shops (RS&S), a department of $133M+ operating budget and 765 FTE, is primarily responsible for maintaining rail cars for the entire BART system. In the next two years, RS&S will grow as it continues to test/receive new rail cars, opens the new Hayward Maintenance Complex, and matures its Strategic Maintenance Program all while meeting car availability for the existing service plan.
Essential Job Functions/ Duties: - Works closely with Rolling Stocks & Shops management and external departments ensuring that all work plans are efficient and effective; provide leadership and strategies across all facilities.
- Documents the requirements for all rail maintenance planning and decommissioning efforts; manages the day-to-day operations by using relevant software; ensure accuracy and validity of information including analyzing and updating asset database and regulatory requirements.
- Develops policy and procedures for handling District assets; initiate department changes as needed.
- Oversees contractor progress to determine status of performance; administers, coordinates and processes change orders, and coordinates process with other departments; follows-up on status of work sent to other departments; confer with management staff on contract issues, as needed; Verifies payment and invoicing and match contract pricing.
- Coordinates with other departments and divisions to ensure timely and effective implementation of workplans and timely completion of the projects assigned.
- Generate and present regular reports and reviews of project-related budgets, contracts, expenditures and vendor purchases
- Monitor the efficiency and effectiveness of service delivery methods and procedures; recommends, within department policy, appropriate service and staffing levels.
- Explain, justify and defend programs, policies and activities in assigned areas of responsibility; contribute to management review of assigned activities.
The successful candidate will have the following education/skills/experience beyond the minimum qualifications:
- A Bachelor’s degree in engineering, science, business administration, public administration, or a related field from an accredited college or university. Professional experience as outlined above may be substituted for the education on a year-for-year basis. A college degree is preferred.
- Five (5) years of (full-time equivalent) verifiable project management and administration experience which must have included at least one (1) year of supervisory/management experience.
- A minimum of two (2) years of supervisory/management experience is required.
- Knowledge of principles, practices, methods, materials, tools, and equipment used in rail car maintenance and management.
- Knowledge of principles and practices of project management, control and administration; Managing large scale projects within scope, budget and timeline
- Skill in analyzing, assessing and developing policies and operational needs and making appropriate adjustments.
- Knowledge of principles and practices of policy development and administration.
- Knowledge of principles and practices of contract administration.
